General Department of Vietnam Customs focusing resources on task performance in rest of 2022

State revenue reached VND226,588 billion

According to the report, in the first six months of 2022, the Customs sector achieved comprehensive successful results in all aspects of work.

The Customs sector carried out clearance procedures for goods with a total import-export turnover of US$371.32 billion, increasing 16.4% (equivalent to US$52.3 billion) over the same period in 2021. In particular, exports reached US$186.03 billion, rising by 17.3% (equivalent to an increase of US$27.4 billion); imports reached US$185.29 billion, increasing by 15.5% (equivalent to an increase of US$24.9 billion). Trade balance witnessed a surplus of US$0.74 billion.

Total revenue collection climbed to VND226,588 billion, equaling 64.4% of the assigned estimate for the whole year, equaling 61.2% of the assigned target, an increase of 15.4% over the same period last year (equivalent to an increase of VND30.186 billion).

Regarding anti-smuggling, the sector conducted and coordinated 7,534 cases of violations on customs law, the value of infringing goods is estimated at nearly VND3,772 billion. Customs authority prosecuted 24 cases and transferred to other agencies to prosecute 55 cases. The payable amount to the state budget is more than VND209 billion.

In addition, the whole sector carried out 1,151 cases of post-clearance audits with the total amount of tax assessment and administrative penalties at VND206.24 billion.

Regarding specialized inspection, the whole sector carried out 89 cases of inspections, thereby proposing to collect arrears for a total amount of VND 30,673 billion.

Along with that, the implementation of the Resolutions of the Party and Government; Directive plan of the Government, Ministry of Finance; administrative procedure reform, customs modernization, and IT application achieved remarkable results.

At the conference, under the direction of Director General Nguyen Van Can, representatives of leaders of local customs departments of; Ho Chi Minh City, Quang Tri, Hanoi, and Lang Son, delivered presentations to clarify the outstanding results of the unit and the whole sector. At the same time, they also made suggestions and recommendations on the solutions to focus on successfully completing the tasks in the last six months of the year and the whole year 2022 (the outstanding work results and recommendations of the units will be updated by the Customs News).

Concluding the conference, Director General Nguyen Van Can reviewed, analyzed and assessed more clearly the outstanding results of the whole sector in the first six months of the year.

Regarding the performance in the last six months of 2022, the tasks set for the whole sector were very difficult. Besides the goals and tasks in the draft report of the General Department of Vietnam Customs, Director General Nguyen Van Can requested the sector to focus on performing the groups of key tasks as follow:

Firstly, gathering resources to urgently complete and submit to the Government for promulgation decrees: a decree stipulating the management mechanism, methods, order and procedures for quality inspection and food safety inspection for imported goods; a decree on amending and supplementing a number of articles of Decree No. 08/2015/ND-CP and Decree No. 59/2018/ND-CP of the Government stipulating in detail and measures to implement Law on Customs on customs procedures, inspection, supervision and control; a decree on customs management of imported and exported goods transacted via e-commerce; and a decree stipulating the connection and information sharing in the field of export, import, goods transit, exit, entry, transit of people and vehicles under the National Single Window.

“Along with that, it is necessary to actively develop a system of circulars and guidance procedures for the implementation of the above decrees after being promulgated by the Government,” Director General said.

Secondly, putting efforts to implement the Digital Transformation Plan of the Customs sector and implement Decision 97/QD-BTC dated January 26, 2021 of the Ministry of Finance on hiring IT services to implement Digital Customs.

Thirdly, continuing to promote administrative procedure reforms; implementing the National Single Window and the ASEAN Single Window to facilitate trade, and support people and businesses to resume production and business.

The final key task is revenue collection, anti-smuggling and strengthening discipline. The whole sector continues to thoroughly understand and strictly implement Directive 439/CT-TCHQ in order to synchronously and drastically implement solutions to facilitate trade, improve the effectiveness of state management, and prevent revenue loss in the implementation of revenue collection in 2022.

For the task of revenue collection, the whole sector strives to achieve the highest results.

Regarding anti-smuggling, it is necessary to pay attention to measures to prevent loss of revenue through volume, price and through the method of taking advantage of import and export. At the same time, continuing to effectively implement professional measures in the fight against drug-related crime.

Regarding post-clearance audits, it is necessary to strengthen the information collection, analysis and evaluation to develop effective post-clearance audit topics.

"It is necessary to pay attention to the analysis of dossiers on electronic data before developing a plan," the Director General requested.

Regarding building human resources, the whole sector, especially heads of units, continues to strengthen management and political and ideological education for customs officers.
