Transparency and increasing interconnection
One of the main goals of the State Treasury development strategy by 2020 is that the State Treasury operations are performed on the basis of modern information technology and the establishment of the e-Treasury. With information as a key role to establish e-treasury, the State Treasury has built TABMIS (Treasury and Budget Management Information System) as the backbone for financial - budget reforms. According to Ms. Dang Thi Thuy Deputy Director General of the State Treasury, the core TABMIS system, competed in 2012, plays a key role and is one of the largest management information systems of the Ministry of Finance and is connected to agencies of Finance, the State Treasury and central ministries and sectors. TABMIS has connected, exchanged data and information with a number of related systems of the State Treasury and units in the finance sector and banking system.
During reform and modernization efforts, the State Treasury has completed the implementation of the centralised e-bilateral payment and e-revenue collection system. This is a great development in revenue collection and budget management, facilitating tax payers to select the reasonable place and payment method, especially tax payers wanting to pay outside of working hours. This reduces the time for collection and remittance to the State budget and restricts cash payment via the State Treasury.
Deputy Director General of State Treasury said that 98% of transactions of state budget collection are carried out electronically, bank-treasury-tax-customs interconnection form, only 2% is carried out manually, mainly collecting fines and administrative fees in localities.
The State Treasury has provided online public services at level 4 to units using State budget in the State Treasury System. Until August, there were over 40,000 units using the system. The goal is that by the end of 2020, these services will be deployed for 120,000 administrative and non-business units of four budget levels. Online public services have created publicity, increased transparency, towards satisfaction, convenience and reduced time, travel costs, operating costs of budget-using units.
Currently, the State Treasury has also completed the data on state budget revenues and expenditures. The State Treasury's specialized operations are part of the national database architecture on finance and effectively serve the management and administration of the state budget as well as the provision of data for the Government Office, sharing data with Ministry of Planning and Investment, ministries, sectors and localities on budget revenue and expenditure, contributing to establishing a national database on finance to provide information for the executive guidance of leaders at all levels.
With the goal of completing the e-treasury, the State Treasury has also applied mobile technology to alert risks in controlling state budget spending. Risk warning systems provide an online information channel through smart mobile devices to customers about fluctuations in account balance, status of processing records and documents of units using the State budget in transactions with the State Treasury quickly and promptly.
"Building an e-government towards digital government is indispensable in the current global trend and is the leading factor in public finance reform, making a major contribution to the country’s socio-economic development. Since the beginning of the TABMIS project, the State Treasury system has been aware that the development of e-government and modernization are not only tasks for the information and technology sector but need comprehensive reforms from policy mechanisms, business processes, technical infrastructure and information technology applications to organizational structure and human resources. The State Treasury and units in finance implement and are determined to follow the orientation, goals and requirements of the Government and the Ministry of Finance," Thuy said.
Multi-dimensional coordination
According to Ms. Thuy, the implementation of e-Government is an urgent need with the goal of providing better public services to people and businesses. However, the implementation requires synchronous coordination between agencies and units. Currently, one of the biggest obstacles when implementing e-Government for the State Treasury system is the coordination and interconnection between agencies and organizations in connecting, sharing and exchanging electronic data between parties.
Regarding State budget collection and digitalization of collection of administrative fines, due to lack of sharing e-data on administrative fines with the State Treasury, the State Treasury cannot provide utilities and electronic services to payers. E-data on payments of administrative procedure fees and charges has not been provided and shared by the State management agencies (Administrative Centers) to the State Treasury. Regarding state budget spending, although the State Treasury is implementing electronic public services on state budget spending control, according to current regulations, budget-using units still have to download scanned files of spending records such as public procurement contracts and do not have a mechanism for sharing data on electronic bidding, electronic contracts from agencies related to the State Treasury to simplify administrative procedures for budget-using units when participating in online state treasury service.
In order to solve these problems, the State Treasury proposed to the Government to promulgate regulations on management, connection, and data sharing, facilitating agencies and organisations in implementation. In addition, agencies issuing sanction decisions need to provide and share e-data on administrative fines for the State Treasury to provide fine payment service via online public services. Management agencies also need to provide and share data on administrative fees and charges so that the State Treasury can provide fees and charges via online public services.

At the same time, the State Treasury also proposed the Ministry of Planning and Investment to form an electronic database on electronic bidding, electronic contracts and provide and share with the State Treasury to simplify administrative procedures for the budget-using unit.
To effectively implement e-Government, the State Treasury proposed to the Ministry's leadership to continue directing the units in the Ministry of Finance to actively collaborate with the State Treasury to perfect legal policies and apply information technology and an interconnection environment between the information system in the finance sector from the central to local level to maximize the effectiveness of current systems and continue to implement the tasks in the e-government development plan of the finance sector issued in accordance with Decision 844/QD-BTC.
