Ha Tinh Customs Department: Accompanying businesses to overcome difficulties caused by the Covid-19 pandemic

Helping businesses

When the Covid-19 pandemic broke out for the second time, although the difficulties were not over yet, Laos - Vietnam International Joint Stock Company always kept the pace of production in addition to measures to prevent and control the virusstrictly from the entrance ofthe site to the harbor.

According to Mr. Nguyen Duy Linh, Deputy Director of Laos - Vietnam International Joint Stock Company, facing the complicated development of the Covid-19 pandemic, in addition to building a response scenario, the unit mobilized equipment, technical machinery and human resources to promote activities to serve cargo ships to meet the business targets set out under the plan.

At the Hung Nghiep Formosa Ha Tinh Iron and Steel Ltd Co, in parallel with the prevention of Covid-19, to ensure the target of producing 390,000 tons of hot rolled steel coil, 70,000 tons of rolled steel, 559,000 tons of liquid iron and 547,000 tons of steel billets in August, the company has focused on implementing production plans to meet the schedule.

According to Ha Tinh Customs Department, from the end of February, to support and accompany businesses to cope with the Covid-19 pandemic, in addition to continuing to improve the business environment, the unit has been making effortsand deployingsolutions to support business activities, production, import and export of enterprises across the area.

Where the import-export tax revenue accounts for over 90% of the total revenue of Ha Tinh Customs Department - Vung Ang port, these days have been quietdue to the functional forces restricting people from entering and leaving the port to prevent Covid-19. However, trucks and containers quietly followed each other to clear customs clearance. It is known that the Customs Branch of Vung Ang port is making efforts to both fight the pandemic and ensure fast and convenient clearance of goods for businesses.

According to the representative of Vung Ang port border gate Customs Branch, strictly implementing measures to prevent the pandemic, sailors on ships entering the port are not allowed to disembark. Currently, all procedures are done electronically, so the clearance of goods is always smooth and fast while ensuring safety.

Mr. Cao Duc Thang, Director of the Customs Branch of Vung Ang port border gate, emphasized that defining the prevention and fight against Covid-19 and facilitating and supporting enterprises to carry out customs procedures is the key task at this moment. Therefore, the unit has grasped allcivil servants on the government's direction and at all levels on the tasks and urgent solutions to remove difficulties for production and business, ensuring social security to cope with the Covid-19 pandemic.

In particular, in order to maximize the convenience of businesses, the unit has applied the electronic customs clearance system, the ASEAN single window mechanism, promoting online public services, and automatic customs supervision and management system (VASSCM). Because of that, import-export businesses open declarations, pay taxes, fees and charges at anytime, shortening the clearance time for goods, resulting in a series of costs to be cut.

Cooperating to overcome difficulties

In order to remove difficulties for enterprises due to the influence of the Covid-19 pandemic as well as to ensure the implementation of assigned political tasks, Mr. Dinh Van Hoa, Deputy Director of Ha Tinh Customs Department, said when the Covid-19 pandemic started(in March), the unit actively developed plans to deploy tasks and solutions to support and promote import and export activities to actively respond to the Covid-19 pandemic.

In particular, in order to facilitate businesses to carry out fast customs clearance procedures for incoming and outgoing shipments, the unit encourages enterprises to perform online procedures through professional programs of customs, online public service systems, tax payment 24/7 system; settle and create favorable conditions for businesses to carry out tax refund, tax exemption and tax payment extension procedures.

In addition, Ha Tinh Customs also reviewed the classification, code application, and customs valuation for imported and exported goods through professional programs; intensify warnings and professional corrections to prevent mistakes. In addition, the unit continues to review, collect and analyze information about key enterprises, key products, risk areas, suspicious signs, and develop warnings for units in the process of customs clearance.

In particular, the unit strengthened propaganda to the business community about the determination and solutions of Ha Tinh Customs on activities to support and accompany enterprises in the period of Covid-19 pandemic prevention. In particular, in order for businesses to quickly grasp the regulations and policies, the units introduced, disseminated and publicized new documents and policies, the contents of answering difficulties of enterprises in the process of present customs clearance procedures for businesses to know and strictly implement them.

“Ha Tinh Customs Department will always follow disease developments to actively advise and propose to the General Department of Customs and the Provincial People's Committee solutions to remove difficulties and problems in order to cooperate with businesses to promote import and export activities through the area,” Mr. Dinh Van Hoa said.

In budget collection, Mr. Dinh Van Hoa said that with the complicated developments of the current Covid-19 pandemic, it is forecasted that in the future, the import and export activities of enterprises will decrease sharply and the completion of state budget revenue targets of Ha Tinh Customs department is very difficult.

Facing the above situation, Ha Tinh Customs has actively reviewed and evaluated the impacts of the Covid-19 pandemic on the import and export situation and the state budget revenue, to soon have specific forecasts and solutions for revenue scenario in 2020. At the same time, the units actively exchange and grasp information on import and export activities of enterprises, especially enterprises with large revenues, regular import and export frequency to share, accompany, remove difficulties with enterprises. Customs sub-departments ensure that import and export activities are carried out smoothly and safely.

Do not to let any goods get congested at the border gate and arrange officers on duty 24/7 to solve problems in customs clearance for businesses.

At the same time, the unit focused on implementing the work of preventing and combating smuggling, illegally transporting of goods and drugs across the border and medical equipment during the peak time of Covid-19 pandemic prevention and after it ends.
