Ha Tinh Customs supports businesses to create leverage

State revenue achieves outstanding results

Ha Tinh Customs Department saw a year-on-year increase of 105.72% in tariffs to VND2,135 billion or 25.27% of the estimate in the first two months of 2022.

Seaport Customs Branches of Vung Ang, Cau Treo, Xuan Hai have collected VND2,023.4 billion, VND73.9 billion and VND38.2 billion, respectively. The remaining revenue has been collected from post clearance audit, anti-smuggling work of other units.

According to Deputy Director of Ha Tinh Customs Department Dinh Van Hoa, the department’s increase in revenue results from the surge of import of coal, oil, and ore by Formosa Ha Tinh Steel Corporation. In addition, the growth of the export of wood chips, minerals also contributed to the increase in customs duty for the locality.

Formosa Ha Tinh Steel Corporation has imported a large amount of iron ore, coal, scrap and exported wire steel, rolled steel, and steel plate. In the first two months of 2022, the corporation contributed US$472 million to the total trade and paid over VND1,800 billion to the State budget, accounting for 97% of the total revenue of Vung Ang Seaport Customs Branch.

A representative of Formosa Ha Tinh Steel Corporation said the corporation imported a large volume of raw materials for production because they voiced concern about the increase in prices due to impacts of the tensions between Russia and Ukraine and China-Australia. The corporation sets the production target of 7.5 million tons in 2022 and expects to make a great contribution to the department’s revenue in the near future.

Exporters of woodchips, pulp, iron ore have continuously exported goods to other markets.

A representative of HANVIHA Forest and Product Co., Ltd said the company has exported 14,000 tons of wood chips. The company expects to ship over 100,000 tons of wood chips in 2022.

Director of Vung Ang Port Customs Branch Cao Duc Thang said the branch has implemented customs clearance for over 40 enterprises across Vung Ang-Son Duong Port. The branch has established a working team to monitor the impact of the Covid-19 pandemic. The working team is in charge of researching tax policies to support businesses affected by the Covid-19 pandemic to instruct businesses to approach the policy.

Accordingly, the working team has answered many questions from businesses related to tax reduction policy of VAT from 10% to 8% under Decree 15/2022/ND-CP. In addition, some questions of construction stone manufacturing and trading companies about imported products under Circular 04/2021/TT-BXD of the Ministry of Construction were answered. Therefore, the operation of import and export across Vung Ang-Son Duong has taken place in a smooth manner.

Supporting businesses

Amid the Covid-19 pandemic affecting the business production of enterprises, revenue collection is increasingly difficult. Therefore, the department has assigned revenue targets to branches to perform tasks effectively.

Accordingly, the department will strengthen supervision of tax management and handle problems of importers and exporters. The department will implement administrative reform and customs modernization, especially the smooth operation of the Customs IT system 24/7, Deputy Director said.

In addition, the local customs department continues to effectively implement Customs reform and modernization, trade facilitation and import-export activities to shorten the time and costs of customs clearance.

The Customs-business consulting team continues to be maintained and improve the efficiency of performance to actively resolve problems related to tax procedures, tax policies, tax management, tax regimes, tax refund, and tax exemption. The team has also focused on performing post-clearance audit, specialized inspection, and anti-smuggling and trade fraud; checking on customs value, code, and C/O for items with high tax rates, large import turnover and high import frequency.

The department will strengthen dialogue, remove obstacles and difficulties for import-export businesses in the area; perform quick customs clearance for imports and exports, especially those for Covid-19 prevention and control. It encourages enterprises to submit documents online, extend the time limit for submitting documents certifying goods origin; accept digital signature, seal, or copy/scan of C/O to submit to Customs.
