Hai Duong Tax Department implements effective budget collection

VCN - Hai Duong Department of Taxation is the first department to complete 100% of its plan to merge regional tax departments from 2018. Up to now, the tax departments have been operating stably and contributedan important part in the state budget collection of the province.

Completed in 2018

In 2018, Hai Duong Tax Department is one of sixdepartment of the tax industry to pilot the arrangement and consolidation of district, city and town tax departments into regional tax departments.

According to Mr. Nguyen Nang Hoan, Director of Hai Duong Department of Taxation, after the Minister of Finance issued Decision No. 520 / QD-BTC, approving the plan on the arrangement and consolidation of regional tax departments, Hai Duong Tax Department organised the plan and mastered the contents, reported to the Provincial Party Committee, People's Council and Provincial People's Committee on how to implement the plan. At the same time, work with local committees to enlist support in merging tax departments into regional tax departments, as well as selecting the location of the head office, naming the branch name and regional taxes.

"The merging of tax departments is clearly stipulated in the Party's Resolution No. 18 and a mandatory requirement, but it is also quite sensitive because it is directly related to the thoughts and aspirations of tax officials. Therefore, the Department of Taxation has organised propaganda and ideological work for officials and employees in the whole industry on the plan and content of the merger so that officials and employees feel secure to work and highly agree with the plan of the Tax Department," said Mr. Nguyen Nang Hoan.

After the merger, Hai Duong Department of Taxation has reduced 5 units of tax sub-departments (from 12 to 7 branches); reducing 46 tax teams (from 84 subordinate tax teams to 38 tax teams). In addition, there is a reduction of 1 room under the Tax Department. Regarding Business of Communist Party and Trade Unions, after reporting and the approval of the Provincial Party Committee, by the beginning of 2019, the department completed the transfer of party organisations and unions of the Tax Department of living and subordinate Party Committee of Tax Department.

As for officials work, after the merger, 5 branch directors were reduced and arranged to be deputy heads at other units; 34 positions of captain reduced, deputy to be appointed or transferred to work as desired; reducing 30 vice captains to become officials. Up to now, the number of deputy directors of the merged tax office has been higher than the regulations, however, according to the plan by the end of 2021, the number will be reduced as prescribed.

Complete the estimate at a high level

Mr. Nguyen Nang Hoan said that immediately after operating the new systerm, all professional jobs in the whole unit took place normally, without affecting the state budget revenue. The tax declaration, accounting, inspection, examination and settlement of administrative procedures are ensured smoothly, without obstructing the work in both districts managed by the regional tax department.

Evidence for the stable operation is that by the end of August, Hai Duong Department of Taxation estimated that the budget revenue will reach VND10,012 billion, meeting 83.8% of the estimate, up 20% over the same period last year. Total revenue minus land use fees and lottery, dividend profits were estimated at VND7,429.5 billion, reaching 70% of the estimate, up 9.7% over the same period in 2018. In particular, 10 out of 10 management areas of 5 regional tax departments all completed the first and second quarter estimates at a high level and all reached over 60% of the revenue estimate for 2019.

In order to achieve this result, the Director of Hai Duong Tax Department said thatarranging the tax department effectively, the unit took advantage of the leadership of the Ministry of Finance and the General Department of Taxation. At the same time, it was the support of the Provincial People's Committee, the Party Committee and the local government that created the consensus on merging, naming and selecting the location for the headquarters.

"Most importantly, it is necessary to complete the ideological work well for cadres, civil servants and workers. The arrangement of cadres must be democratic, open and transparent so that when conducting the merger, apart from choosing the Head of Department and the leadership to ensure the capacity and qualification to meet the standards and requirements, the Head of the Department must also be a devoted person, responsible for a large number of civil servants.Trust is important because after the merger, the management area will be wide, the number of taxpayers and management subjects will double, and the task requirements will be higher,"said Mr. Nguyen Nang Hoan.

At the regional tax departments of the Hai Duong Department of Taxation, after the merger, the leaders of the Department as well as specialised departments have strengthened the capture of the area, quickly handled the arising problems, did not affect the professional tasks and state budget revenues.
