The Deputy Director of the Hai Phong Customs Department, Mr. Nguyen Kien Giang said, currently, the Hai Phong Customs Department was implementing a Scheme on supervising and controlling the import and export of goods through Hai Phong port in the electronic system.
This is an important Scheme to implement the provisions of the Customs Law, as well as the reform and modernization of Customs. In the chain of information that Customs authorities need to gather to manage imported goods, the information related to manifests from shipping lines and shipping agencies is the first critical information to be updated in the Customs system. This is also one of the important inputs for the system of Customs risk management to analyze, evaluate and make appropriate management decisions. For exports, the information related to Manifest provided by the shipping agencies is the final information for controlling exported consignments.
Therefore, the Hai Phong Customs Department has desired shipping lines and shipping agents to actively contribute ideas and collaborate with Customs authorities to provide the best performance for shipping lines and shipping agents as well as customers which are import-export enterprises.
At the conference, the Deputy Head of the Customs Supervision and Management Division (under the Hai Phong Customs Department), Mr. Dam Minh Nghiep publicized some provisions of the Law and a number of new contents to regulate shipping lines and shipping agencies in the process of declaring Manifest, B/L and other information in the National Single Window system to meet the requirements of Customs management services in the Scheme.
Speaking at the conference, representatives of shipping lines and shipping agencies expressed their consensus with the Scheme and proposed to the Hai Phong Customs Department to support and promptly solve problems of shipping lines and shipping agencies when there were errors arising; and publicized the hotline of leaders and public servants in charge of solving relevant problems.
Mr. Dam Minh Nghiep said that when problems arise, enterprises should contact the leader of the Customs Import-Export Transport Team or contact the Manager or Deputy Manager of the Dinh Vu Customs Branch to handle.
It is expected that when the Scheme is implemented, if the information related to manifest provided by shipping lines and shipping agents is different from the information on Customs declarations of enterprises, the system will automatically indicate the difference to review. The Scheme is expected to be implemented in the second quarter of 2017.
Regarding coordination to supervise exported and imported goods at Hai Phong port, at a online conference to summarize the operations in 2016 and implement the tasks for 2017 on 10th January 2017, the Director of Hai Phong Customs Department, Mr. Nguyen Tien Loc proposed to fully implement solutions to collaborate between Customs authorities and port enterprises. Also, building the IT system to apply to the model of operations in the Scheme.

Reportedly, so far, the Hai Phong Customs Department has implemented the connection of 9 of 14 port enterprises at Hai Phong port.
