Hai Phong Customs handled and recovered VND 236 billion of tax debts

In order to implement the work of handling and recovery of tax debts efficiently, the leaders of Hai Phong Customs Department requested the units to urge and regularly inspect the debt management.
In particular, to strictly manage new arising debts, review and classify proper amount of debts. The Customs Branches needs to implement measures to recover arrears in accordance with regulations.
Regarding the task of collecting revenue by the Hai Phong Customs Department, according to the latest preliminary statistics of the General Department of Vietnam Customs, from the beginning of the year to 26/8, the whole Department gained 31.112 billion VND, equaling 62.16% of current appropriation and 61.44% of the targets set by the General Department of Vietnam Customs.
Also, the collection result of Hai Phong Customs in the past months contributed nearly 16.1% to the total revenue of the whole sector at the same time.
According to the Hai Phong Customs Department, in the recent months, the units faced a large amount of revenue losses from the reduction of imported automobiles and tax reduction from free trade agreements. Particularly, large quantities of goods imported to Hai Phong port are transported to other Customs Departments in the country.
Specifically, at the end of July, automobile import turnover reached $US 234 million, with the amount of tax reached of 2,409 billion VND, reduced by 38.4% in the turnover and 65.9% in the tax revenue (equivalent to 4,643 billion VND) over the same period of 2017.
The rate of reduction of tax revenues collected from automobiles is greater than the reduction of import turnover because most of the vehicles imported from ASEAN should be entitled to 0% import tax rates under the ASEAN Trade in Goods Agreement.
Besides that, enterprises importing pickup trucks not only enjoy 0% import tariff, but also the low rate of special consumption tax. Therefore, the revenue collected from automobiles is not the same as before.
In addition, a large amount of goods imported to Hai Phong port are transported to other Customs Branches for carrying out customs procedures.
By the end of July, the turnover from implemented customs procedures in this form reached nearly $US 7.5 billion, with a total tax amount of 8.415 billion VND.
