Hai Phong Customs increases revenue collection by nearly VND12,000 billion

Ensure cargo clearance, increase revenue collection

Attending and directing the conference were Deputy General Director of Vietnam Customs Mai Xuan Thanh and Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan.

According to the report of Hai Phong Customs Department, in 2021, despite facing many difficulties and challenges caused by the Covid-19 pandemic, with the attention of leadership, direction and facilitation of the Ministry of Finance, General Department of Vietnam Customs (GDVC) and leaders of provinces and cities: Hai Phong, Hai Duong, Hung Yen, Thai Binh together with the efforts and determination customs officers and employees of the whole unit, Hai Phong Customs Department has ensured pandemic prevention and successfully completed its assigned tasks.

Notably, in the past year, the whole Department has received and processed 2.18 million customs declarations for 25,653 businesses; carries out customs supervision for 3.88 million TEUs of goods exported and imported through the area, an increase of 23.66% compared to 2020 and 6.18 million tons of bulk and liquid goods; total import-export turnover reached more than US$105 billion, up 25.1%.

Regarding state revenue collection, in 2021, Hai Phong Customs Department was assigned to collect VND56,000 billion, of which, Hai Phong area is VND49,500 billion. For the whole year, Hai Phong Customs Department collected VND66,362 billion, achieving 118.5% of the target assigned by the Ministry of Finance, reaching 109.7% of the assigned target by the General Department of Vietnam Customs, an increase of VND11,694 billion (equivalent to VND11,694 billion (equivalent to 21.4%) compared to 2020 (VND54,669 billion).

In particular, Hai Phong area obtained VND57,861 billion, reaching 116.9% of the target assigned by the Ministry of Finance, reaching 110.2% of the target assigned by the General Department of Vietnam Customs, reaching 109.2 % of the assigned target by the People's Committee of Hai Phong City, an increase of VND10,136 billion (equivalent to 21.2%) compared to 2020.

The area of ​​three provinces outside Hai Phong (including Hai Duong, Hung Yen and Thai Binh) collected VND8,501 billion, equaling 130.8% of the target assigned by the Ministry of Finance, reaching 106.3% of the total target assigned by the GDVC, an increase of VND1,557 billion (equivalent to 22.4%) compared to 2020.

In terms of anti-smuggling, trade fraud and handling of administrative violations, the whole Department detected and handled 2,805 cases of administrative violations with monetary penalties of more than VND23 billion; submitted to the Chairman of Hai Phong City People's Committee to issue a decision to sanction 38 administrative violations, totaling VND5.5 billion.

In 2021, Hai Phong Customs Department issued a decision to prosecute three cases, petition the police to prosecute one case and transfer information about five cases with criminal signs to the investigation police agency.

Regarding the implementation of digital customs following Decision 97/QD-BTC of the Ministry of Finance, besides 12 professional problems assigned for implementation, Hai Phong Customs Department has actively researched all 115 professional problems in nine fields in the documents of the GDVC. On the basis of research, the Department sent comments with more than 100 pages of documents and many comments to specialized agencies of GDVC. The unit is ready to successfully deploy the Digital Customs System and Smart Customs model following the plan of the GDVC.

Striving for collecting revenue to reach VND66,630 billion

Regarding the tasks of 2022, Hai Phong Customs proposed the following groups of key tasks: focusing on implementing solutions on safe and flexible adaptation to Covid-19; developing and implementing solutions to collect and combat revenue loss, striving to exceed the budget revenue target of 2022 of VND66,630 billion.

Along with that, improving the effectiveness of anti-smuggling, against trade fraud, and illegal transport of goods across the border to ensure good control, preventing the formation of smuggling lines and groups through the management area; to step up administrative reform and customs modernization; actively participate in the development of Digital Customs, be ready to pilot the Smart Customs model; proactively implementing tasks related to digital transformation of Hai Phong city.

In order to successfully complete the assigned tasks, Director of Hai Phong Customs Department Nguyen Duy Ngoc suggested that customs officers and employees of the whole Department should continue to make efforts and determination from the first day and month of the year.

"Continuing the outstanding achievements and results achieved in 2021; entering 2022, the collective Party Committee, leaders of the Department and all customs officers and employees of Hai Phong Customs Department would make efforts and determination to successfully complete all tasks assigned by leaders of all levels; maintaining the tradition of always being one of the leading units of the Customs sector," the Director General said.

Putting people and businesses as the center

At the conference, Deputy Director General Mai Xuan Thanh and Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan recognized and praised the results of the work of Hai Phong Customs Department in 2021.

Regarding the tasks for 2022, agreeing with the tasks and solutions proposed by Hai Phong Customs, Deputy Director General Mai Xuan Thanh emphasized that Hai Phong Customs Department should focus on performing the key tasks: continue to promote administrative reform and modernize customs; enhance the effectiveness of anti-smuggling; strive to successfully complete the task of revenue collection.

At the same time, continue to actively implement contents related to building Digital Customs, Smart Customs; strengthen inspection and examination, maintain discipline in task performance.

The Deputy General Director also requested Hai Phong Customs to further improve the quality of online public services; improve the efficiency of the Customs-Enterprise partnership, putting the people and businesses at the center, thereby enhancing the image and reputation of Hai Phong Customs and the Customs sector in general.

Agreeing with the direction of Deputy Director General Mai Xuan Thanh, Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan said that Hai Phong Customs Department should continue to promote administrative reform and customs modernization, contributing to improving the investment and business environment of the city.

At the same time, Hai Phong Customs needed to make more efforts and determination to work with the city to fulfill the task of collecting more than VND100 trillion in 2022, in which, the proportion of Hai Phong Customs accounts for over 60%.
