Currently, the Hai Phong Customs manage 33 bonded warehouses which are established and operate under decisions of the General Department of Customs. The bonded warehouses are assigned to 6 Customs Branches including: Hai Phong port zone I Customs Branch; Hai Phong port zone II Customs Branch; Hai Phong port zone III Customs Branch; Dinh Vu port Customs Branch; Hai Duong Customs Branch; Hung Yen Customs Branch; Industrial Park – Export Proccesing Zone Customs Branch

Leaders of Customs Supervision and Management Division (Hai Phong Customs) said that bonded warehouses are located 5 to 25 km away from their headquarters and are located in seaports and industrial parks. In particular, most of the bonded warehouses were established many years ago. Since Decree 68/2016 / ND-CP on conditions for duty-free goods trading, warehouses and yards and customs procedure areas, customs gathering places, inspection and supervision took effect. The General Department of Customs has carried out a documented examination and physical inspection of warehouses and yards and issued decisions on recognition of eligible cases for rectification.

In order to ensure the management, Hai Phong Customs requested its Branches to arrange Customs officers to supervise according to regulations and at the same time actively review and encourage warehouse and yard operators to complete their facilities and upgrade the image-based surveillance camera system and management software.

Regarding the management, according to the Customs Supervision and Management Division, to implement the provisions of the Customs Law, Decree No. 08/2015 / ND-CP, Circular No. 38/2015 / TT-BTC., etc, Hai Phong Customs Department has issued documents guiding the implementation to the Branches. For example, Official Letter 7658 / HQHP-GSQL dated 30th August 2016 guides the monitoring of the status of transportation of goods subject to Customs supervision and regularly reviews the remaining independent transport declarations on the system.

According to Customs Newspaper reporters, recently some bonded warehouses in Hai Phong, such as Hoang Thanh bonded warehouse, the bonded warehouse of Hai Phong Trade and Service Import and Export Joint Stock Company, have a rigid fence system around the warehouses, yards, camera system, Customs offices and infrastructure systems in accordance with the regulations and standards, that are considered and recognized by the General Department of Customs.

Although the bonded warehouses managed by Hai Phong Customs have been recognized, during the past time, their operations have raised violations of transport routes.

Explaining this, representatives of Hai Phong Customs said that some bonded warehouses are located on the area which has restricted works and roads for construction of intersections, such as Nguyen Binh Khiem road and 356 road from Dinh Vu port - the main route to the port areas in Hai Phong. The above administrative violations were raised when Hai Phong city issued a ban to movement on the roads for construction of an overpass and traffic intersection in this area from March to December 2017. Therefore, goods transportation from port to warehouses by enterprises was difficult, leading to transportation in wrong routes.

Although coming from the objective factors and the first violation of the enterprise, Hai Phong Customs has promptly rectified and requested enterprises to comply with regulations. So far (September,2017), the enterprises’ implementation of Customs procedures are in line with the law.

In addition, Hai Phong Customs also severely handles related officials by lowering the emulation, and transferring some officials to a unit not directly engaged in professional operations.

Hai Phong Customs Representative added that together with the development of the city, ports warehouses and yards tend to move to Dinh Vu Peninsula, Cat Hai Island, and Dinh Vu Industrial Park, which leads to the situation that some old bonded warehouses in the inner city are no longer appropriate to the development trend, inefficient and uncompetitive. Therefore, the unit has actively worked with bonded warehouse operators to encourage them to move to Dinh Vu peninsula and Cat Hai island., etc.

In addition, the Department has reported to Hai Phong City People's Committee on mechanisms to attract and develop enterprises to these areas to meet the development needs. According to Hai Phong Customs, the development of bonded warehouses helps enterprises save resources and costs and helps Customs improve the efficiency of management, supervision, and to efficiently use and save on human resources.
