Hai Phong signed coordination agreements with nearly 8,000 businesses

According to Hai Phong Customs Department, from May 2018 to now, the Department has signed the coordination agreement on the development of the Customs-Business partnership with nearly 8,000 businesses engaged in business production, imports, and exports in its management area.
In order to effectively implement coordination contents in the reality, recently, the Hai Phong Customs Department held a conference on assessment of the implementation of coordination agreements on the development of the Customs-Business partnership with the participation of 60 businesses that regularly import and export in the area.
According to the Deputy Manager of Hai Phong Customs Department Nguyen Duy Ngoc, the Customs-Business partnership is the key goal in the plan for Customs reform and modernization, and also the general trend of modern trade. Hai Phong Customs also expects that the partnership between the two sides will be put into practice and be increasingly improved in all aspects.
According to the coordination agreements signed between Hai Phong Customs and businesses, there are 10 specific commitments.
Hai Phong Customs has 5 specific commitments, including: developing website address and posting policies for businesses to update; establishing the Team in charge of consulting and responding to policies at two levels, branch level and Department level; receiving information and promptly checking and handling any harassments and negative acts, and to notify businesses; Training for staff carrying out Customs procedures for businesses upon request; Supporting businesses in promptly handling shortcomings on policies and mechanisms with the competent agencies.
5 commitments of the business as follows:
Firstly, updating and studying regulations on Custom’s internal management and to coordinate with Hai Phong Customs Department in supervising the duty performance of Customs officials and facilitating in handling arising shortcomings. Not to collude with Customs officials if they have acts of harassment or negativity. Promptly informing and reflecting acts causing difficulties for businesses by Customs officials with specific name, name of Customs unit, and acts causing trouble and negativity.
Secondly, assigning qualified staff on Customs law for carrying out Customs procedures.
Thirdly, all shortcomings arising in the implementation of Customs procedures shall be directly reported to the manager of border gate Customs Branches.
Fourthly, if obstacles are not promptly handled satisfactorily by managers of border gate Customs branches, the businesses shall immediately report to the leaders of Hai Phong Customs Department.
Fifthly, before carrying out Customs procedures, if the businesses are still confused and need to be assisted, they shall contact with the Consult Team at all levels of Hai Phong Customs Department (the branch level and Department level).

Previously, on 7th May 2018, at the conference on solutions to enhance the Customs-Business partnership 2018, held by Hai Phong Customs Department, the Department signed a memorandum of understanding with some major businesses.
Since then, the Department has continuously sent the Memorandum of Understanding to the businesses that are regularly carrying out Customs procedures at the Department, and proposed them to sign these agreements to enhance the coordination between the two sides under the policy of developing the Customs–Business partnership in the Customs sector.
