Hanoi Customs Department: Revenue collection suddenly increase

Specifically, in the first quarter of 2017, the state revenue has been collected in this unit was 5,152 billion VND, achieving 25% of the target, compared to the average revenue rate of the same period of 2015-2016 (accounting for 20.83% State revenue for the whole year). So the revenue in the first quarter has a sudden increase.

The reason is that the implementation of a pilot mechanism for transit consumer goods to ICD My Dinh has continued to facilitate to import – export activities of the enterprises and increasing state budget for Hanoi area. In the first 3 months of 2017, the revenue that collected from this mechanism was 288 billion VND (increased 105% compared to the same period of 2016, 288 over 140 billion VND).

In the first quarter, Hanoi Customs Department has implemented many measures to against loss of revenue via combating smuggling, trade frauds, tax debt collection and inspection, post clearance audit. The revenue collected from this activity has reached 44 billion vnd (increased 51% compared to the same period in 2016).

In addition, the revenue of main commodities such as cars, motorbikes, machinery, equipment, telephones, computers, electronics, chemicals, pharmaceuticals ... also increased by 10% over the same period in 2016, collected 2,946 billion VND to State budget.

According to the analysis of Hanoi Customs Department, by the end of 2017, it forecast that some factors could affect the reduction of state budget revenue such as: enterprises will mainly import complete cars instead of automobile components as a quarter I as a result of the emission regulation from Euro 3 to Euro 4. So they will not carry out procedures at the Hanoi Customs Department.

Therefore, in order to ensure the fulfillment of the target in collecting state budget, Hanoi Customs Department continues to implement measures to facilitate to enterprises; continue reviewing, grasping revenue sources and raising state budget; closely monitor the situation of enterprises that have to pay a large amount of state budget for promptly handling arising problems.

Especially, leaders of Hanoi Customs Department should instruct units to focus on solutions to strengthen administrative discipline; focus on educating and training of customs officers and staffs in the direction of professionalism. Also, strictly control in order to prevent new tax arrears.

Furthermore, ensuring the balance between facilitating enterprises to increase state budget and the state management in order to avoid loss of revenue, etc.
