Hanoi Taxation Department destroyed a ring of illegal trade of VAT invoices

VCN- On 9th December 2016, the Hanoi Police coordinated with the Hanoi Taxation Department to announce information related to destruction of a ring of illegal trade of VAT invoices. It is also the result of the effective coordination between the Hanoi Police and the Hanoi Taxation Department.

The Hanoi Police coordinated with the Hanoi Taxation Department to announce information related to destruction of a ring of illegal trade of VAT invoices.

A huge ring was destroyed

According to the Hanoi Taxation Department, due to several loopholes in policies, a number of organizations and individuals have implemented many activities of commercial fraud related to invoices to get benefits. The functional authorities have found that there are a lot of companies illegally trading VAT invoices on a large scale with sophisticated tricks and these companies do not conduct business activities, they only sell VAT invoices to gain illicit profit. The Hanoi Police and the Hanoi Taxation Department have coordinated to verify perpetrators, the tricks of illegal sales of invoices and the place of illegal seals and invoices. After 5 months of investigation and verification, the functional authorities have seized physical evidence, arrested several perpetrators and prosecuted cases as follows:

Ms. Tran Hong Yen, born on 10th October 1972 with permanent residence in 6Q7, Tuong Mai, Hoang Mai District, Hanoi; and living at: P507R3, Royal City, Thanh Xuan District, Hanoi.

Mr. Dai Ngoc Hai, born on 25th December 1990 with permanent residence in Group 7, Block 1, Ha Khau Ward, Ha Long City, Quang Ninh; and living at P1601 of Lilama Condominium, 52 Linh Nam, Hoang Mai District, Hanoi; and

Mr. Dai Khanh Ha, born on 17th March 1993 with permanent residence at Group 34, Cam Thanh Ward, Cam Pha City, Quang Ninh, and living at Lilama Condominium, 52 Linh Nam, Hoang Mai District, Hanoi.

Speaking at a conference, Mr. Mai Son, the Deputy Director of the Hanoi Taxation Department said that in order to prevent and control illegal trading activities of invoices, the Hanoi Taxation Department has been implementing a series of measures.

Specifically, the Hanoi Taxation Department has established a Team against illegal invoices which is responsible for studying the violations, seeking solutions; and holding training courses for the control, examination and inspections of tax violations. Also, the Tax office has published the list of companies related to tax evasion on the tax agency's website. In the case where taxpayers violate the Tax Law, the Hanoi Taxation Department shall collect tax arrears and strictly handle all violations related to the use of illegal invoices. With the cases of deliberate non-observance with the Law, the Hanoi Taxation Department will continue to coordinate with the Police agencies to handle.

Electronic invoices are applied

In order to prevent commercial fraud in VAT refunds, the Hanoi Taxation Department has actively implemented innovative reforms of tax refund in the chain for enterprise applications.

Currently, the Hanoi Taxation Department is actively implementing the project for using electronic invoices. The use of electronic invoices brings many benefits to users, such as: Reducing the cost of printing, sending, preservation and storage, and the cost of electronic invoices is only equivalent to one third of the cost of paper invoices. It is also convenient for accounting, reference data and business administration; The application of accounting is automatically operated and businesses can easily look up their details. The use of electronic invoices will support tax offices to manage businesses better. Besides, enterprises can use electronic invoices to assert their transparency, which contributes to modernization of corporate management.

With these benefits, in November 2016, the Hanoi Taxation Department trained 1,000 civil servants for applying electronic invoices. In December 2016, the Hanoi Taxation Department held 10 training courses for more than 4,600 enterprises of 30 Taxation Branches of districts and towns for the use of electronic invoices.

In order to prevent the violations of invoices in particular and tax violations in general, the Hanoi Taxation Department has strengthened close cooperation with the fuctional authorities such as inspectorate authorities, specialized inspection agencies, the Government Inspectorate, the State Audit and the Police to fight against the losses of revenue and to prevent and promptly handle acts of commercial fraud and tax evasion, especially the use of illegal invoices.

Especially, the Hanoi Taxation Department has been actively conducting a propaganda campaign to help enterprises understand and implement measures to strengthen corporate management to reduce violations of the Law. In addition, the Hanoi Taxation Department has also implemented the project "The communication with taxpayers" by monthly email to exchange information on tax policies, tax debts and the use of invoices properly to prevent illegal trade of invoices, especially anti-tax losses for the State budget, supporting the business community and enhancing the efficiency of Tax administration.
