HCM City Customs, Da Nang and Dong Nai lead Public Administration Reform Index

VCN – The General Department of Vietnam Customs has announced the public administration reform index (PAR INDEX) of its subordinate units. According to the list, the top rank of the PAR INDEX belongs to three Customs department: HCM City, Da Nang and Dong Nai.

The General Department of Vietnam Customs requested provincial Customs departments base on the PAR INDEX to thoroughly implement, learn from experience, have solutions for promoting administrative reform, improve PAR INDEX of the unit and the General Department of Vietnam Customs in general in the following years.

HCM City, Da Nang and Dong Nai Customs Departments led with 89/90 points. Second place included Hanoi, Hai Phong and Gia Lai – Kom Tum Customs Department with 88.5/90 points. In third place were Khanh Hoa, Nghe An and Quang Ninh Customs Departments with 88/90 points. Six units including Can Tho, Ha Tinh, Lang Son, Quang Binh, Quang Ngai and Tay NinhCustoms Departments were in fourth place with 87.5/90 points.

In fifth place were Ba Ria – Vung Tau, Ha Nam Ninh, Kien Giang and Long An Customs Departments with 87/90 points. The sixth place was Bac Ninh, Thua Thien Hue with 86.5/90 points. The seventh place included the Customs departments of Binh Duong, Ha Giang, and Lao Cai with 86 points. The eighth place includes Binh Phuoc, Cao Bang, Dak Lak Customs Departments with 85.5 points and the nineth place is the Dong Thap Customs Department with 85 points.

Ranked 10th in the list were An Giang and Binh Dinh Customs with 84.5 / 90 points; Quang Nam Customs ranked 11th with a score of 84; Quang Tri Customs ranked 12, Thanh Hoa Customs 13, Dien Bien Customs ranked 14th, and the bottom of the rankings was Ca Mau Customs.

Also, regarding units under the General Department of Customs, the first place are Customs Department of Goods Classification, the Post-Clearance Audit Department; followed by the Finance and Logistics Department; third place is Customs Information Technology and Statistics Department, Risk ManagementDepartment; Import – Export Duty Department and Customs Control and Supervision Department ranked at fourth place and the Anti-Smuggling and Investigation Department ranked fifth.

Additionally, the department under the General Department of Customs is led by the Legal Department and followed by the Customs Modernisation Reform Board, the International Cooperation Department, the Inspectorate Department and the Personnel and Organisation Department.

In Decision 1500/QD-TCHQ dated May 24, 2019 of the General Department of Vietnam Customs, promulgating the PAR Index of the General Department of Vietnam Customs is identified in seven areas, assessed for each block with criteria, composition and different scores.

The conversion coefficient between blocks on a scale of 100 is as follows: For provincial Customs Departments is K1 = 10/9, for subordinated departments under the General Department of Vietnam Customs is K2 = 10/7, for with the department under the General Department of Vietnam Customs is K3 = 10/5. On the basis of the conversion coefficient, the points of each unit in the blocks will be calculated on a 100-point scale.

Based on the administrative reform performance results of the year, the units will self-assess and score in accordance with the criteria and components in the PAR Index, together with the verification documents and send self-scoring results and verification documents to the Office of the General Department of Vietnam Customs to send to professional appraisal units before aggregating and reporting to the Administration Reform Index Appraisal Council of the General Department of Vietnam Customs.
