High rate of goods subject to specialized inspection at seaports and airports

More than 5,000 declarations are subject to specialized inspection per month

Nearly 140,000 customs declarations are processed via seaports in HCM City; more than 5000 declarations are subject to specialized inspection, accounting for 3.62% of the total declarations in February, according to the Ho Chi Minh City Customs Department.

Among them, nearly 2,000 customs declarations of goods are subject to quarantine, accounting for 1.44% of the total declarations; more than 1,400 declarations are subject to quality inspection; nearly 900 declarations are subject to food safety inspection and over 700 declarations relate to cultural inspection.

The figuresare summarized from the reports of customs branches under HCM City Customs Department, of which customs branches have alarge number of declarations arising in February but few declarations subject to specialized inspection such as Processing Customs Branch, Investment Customs Branch, Linh Trung Export Processing Zone Customs Branch, Tan Thuan Export Processing Zone Customs Branch, and Express Cargo Customs procedures Branch, HCM City Customs Department said.

The volume of imported goods that wentthrough procedures at these customs branches, and are mainly under regime of export production and processing and goods in the export processing zones, are not subject to specialised inspection, making the rate of declarations subject to specialized inspection processed by the department low, while the rate atseaport and airport customs branches is high.

Many enterprises violate the rules

By the end of 2020, customs branches in seaports and outside seaports detected that 167 enterprises have violated policies on specialized management, a decrease of nearly 100 enterprises.

Although the number of violating enterprises fell, dozens of enterprises have not yet submitted the results of specialized inspection to Customs, according to HCM City Customs Department.

Among these enterprises, 157 enterprises violating customs management policies for goods that are allowed to transport to the warehouse for storage and wait the results of specialised inspection, but are beyond the 30-day deadline, these enterprises have not yet submitted the inspection results.

Tenenterprises that submitted the results beyond the deadline were givenadministrative fines and were not allowed to transport goods into storage within six months from the effective date of the sanctioning decision by HCM City Customs Department.

Notably, in the list of enterprises violating policies on specialized inspection, many enterprises have not yet submitted results of specialized inspection in the registry field.

HCM City Customs Department has sent the list of enterprises to customs departments nationwide to coordinate in imposing sanctions against them.

In addition to the import declaration subject to specialized inspection, the number of import and export declarations subject to specialized management is quite high. Of which, nearly 1,700 declarations are subject to C/O inspection, over 1,600 declarations are subject to inspection on import permits; nearly 400 declarations subject to approval of chemical declarations; and nearly 400 declarations subject to registration for circulation.
