Making effort to deploy the automated supervision system

As one of the first Customs units in the South assigned by Ministry of Finance, the General Department of Vietnam Customs piloted the Automated system for Customs management and supervision, and Ho Chi Minh City Customs Department has actively implemented with positive results.

Director of Ho Chi Minh City Customs Department, Dinh Ngoc Thang said that, the Department’s leaders and officers have clearly understood about the importance of the successful deployment of the system, so that they unified and were determined to successfully implement it in 2018. During the implementation, the Department has received support from enterprises and strictly complied with regulations. Up to now, the Department has deployed the system at 4 seaports (including Lotus Port, SP-ITC port, Phuoc Long ICD, Tan Cang- Hiep Phuoc Port). According to the plan, the Department continues to deploy at Cat Lai Port on 15th July, and then at 4 other ports (Tay Nam ICD, Sai Gon Tan Thuan Port, Tan Thuan 2 Port and Thanh Le Import and Export Company).

Mr. Thang added that Ho Chi Minh City Customs Department has determined that the deployment of the system at Cat Lai Port plays an important role, because this is the largest port in the country. The successful deployment at Cat Lai Port will be useful experience for creating favorable conditions when deploying at other ports nationwide. Currently, nearly 70% volume of goods in the East and South West region have circulated via Cat Lai Port. so that when applying the system, it will facilitate enterprises and develop the regional economy. At the same time, the Customs supervision and management will be implemented more effectively and strictly.

Currently, in order to implement on schedule, Ho Chi Minh City Customs Department has worked with relevant agencies to handle 4 problem groups of seaport operators, and concluded and requested these agencies to coordinate in preparing to achieve the highest efficiency when deploying at Cat Lai Port and minimize problems arising. In which, improving the Customs support teams; coordinating in training for port, yard, warehouse operators, shipping lines, Customs brokers, importers and exporters and Customs officers. At the same time, supporting Customs branches and seaport operators in software testing and handling operations arising in the deployment; preparing plans for handling problems arising when put into operation for a full and unified IT system.

Providing the most favorable conditions for imports and exports

In addition to the implementation of automated system for Customs supervision and management, in HCMC’s many working programs and plans, the Department has considered enterprises as the main focus in developing and deploying to raise revenues. The Department has directed to actively develop an action plan to accelerate the implementation of Plan No. 151/ KH-HQHCM dated January 16, 2018, on the program "Business community and Customs agencies are reliable partners for development in 2018", with the motto that the business community and Ho Chi Minh City Customs Department are reliable partners for development, removing shortcomings, facilitating enterprises, providing many solutions and focusing on promoting maximum potential and raising revenues.

On 10th July 2018, Ho Chi Minh Customs Department held a dialogue conference with the South Korean business community. This is the activity in the plan “the Business community and Ho Chi Minh City Customs Department as a reliable partner, accompanied by the development in 2018" implemented by the Department in the beginning of 2018. This plan is to provide the best support to the business community for complying well to the Customs law to facilitate Customs clearance. With this program, besides holding regular conferences, the Department has held dialogue conferences with associations such as Amcham, Korcham, Eurocham, ... Notably, in the beginning of 2018, Ho Chi Minh City Customs Department held a conference on honoring and expressing their gratitude for 200 typical businesses that have made great contributions to the State budget. Shortly thereafter, a dialogue conference with American and European businesses was also held, and they highly appreciated the cooperation and support from the Department. At the same time, the Department has developed a scheme on applying a tax policy for 200 companies that are complying well with the Customs law.

In the first half of 2018, Ho Chi Minh City Customs Department carried out Customs procedures for import and export goods with turnover of over US$ 53.3 billion, increasing by 15.5% compared to the same period in 2017; collected over VND 49,517 billion, reaching 45.84% of the assigned target (VND 108,000 billion); detected and made reports for nearly 600 violations valued at over VND 200 billion; increased by nearly VND 130 billion from the post clearance audit, advance ruling, inspection and examination
