Top four in ASEAN for trade facilitation

To realize the directions of the Government, the Ministry of Finance, the General Department of Customs, the Ho Chi Minh City People's Committee, the Ho Chi Minh City Customs Department continues to build and synchronize many practical solutions to facilitate trade facilitation, including Plan No. 77 / KH-HQHCM dated January 10, 2019 with the theme "Business community and Customs Department of Ho Chi Minh City creating innovation and breakthroughs to accompany development in 2020" in order to fully implement the commitments on trade facilitation for the business community, aiming to shorten the time for goods clearance, strive to bring Vietnam into the Top 4 in ASEAN on trade facilitation in import and export activities.

To strictly comply with the guidance of the Ministry of Finance and the Customs Sector successfully deploying the national single window and ASEAN single window mechanism.

In particular, Ho Chi Minh City Customs Department advises the Ministry of Finance and the General Department of Customs to soon submit to the Government to implement "Specialized inspection at the border gate" according to Resolution No. 99 / NQ-CP of November 17, 2019 of the Government.

In addition, the HCMC Customs Department commits to the business community to carry out a number of measuresto help facilitate trade, such as: establishing a hotline of key leaders to receive and immediately handle feedback frombusinesses; a system of errors and violations of the law in the customs management process so that enterprises avoid problems during customs procedures; encourage and support enterprises to be self-conscious, proactive and conscious of observing customs laws; gradually improve compliance in the fields of customs management; encourage enterprises to self-control and denounce acts of violation to ensure strictness and compliance with the law.

Director of Ho Chi Minh City Customs Department Dinh Ngoc Thang said that cooperation is the basic factor that helpsthe growth of enterprises. The above plan demonstrates the highest determination of Ho Chi Minh City Customs in implementing practical action programs with core objectives to strengthen connectivity to facilitate trade and strengthen coordination with businesses to promote trade safety; speed up reform of administrative procedures, modernize customs, reduce clearance time and expenses for enterprises. Besides, there is a need to create favorable conditions to attract a great deal of interest and strong participation of enterprises in management, criticism, positive and constructive suggestions and policies for policies, legal documents and customs procedures.

Export is convenient for businesses to develop. Improve national competitiveness. At the same time, strengthening the accompaniment with enterprises to listen and absorb new ideas to propose the General Department of Customs and the Ministry of Finance to devise guidelines, policies and laws that are suitable to reality.

In order to create favorable conditions for businesses, Deputy Minister of Finance Vu Thi Mai said that in 2020, the HCMC Customs Department should promote pioneering in reforming procedures, creating trade facilitation, and actively contributing many legal documents related to the field of Customs observing with reality, ensuring both state management and facilitating commercial activities.
