The recoverable debt was 1,161.1 billion vnd, overdue tax debts over 90 days were 982.013 billion vnd, overdue tax debts within 90 days was 150,12 billion vnd and the late payment of 28.999 billion vnd.

The irrecoverable debts above arose many years ago, Ho Chi Minh City Customs Department applied coercive measures to collect tax debts but it did not achieve results because businesses escaped or were bankrupt.

In addition, tax debts arose through post- clearance audits. At Post-Clearance Audit Branch, a number of tax debts arose by imposing a tax when implementing post-clearance audits for automobiles; at Customs Branch of Sai Gon Port Zone 1, tax debts arose during the implementation post-clearance audits for imported ceramic tiles, frozen food and etc. Many businesses did not agree or operate at registered business address.

In 2017, the Ho Chi Minh City Customs Department is assigned by the General Department of Vietnam Customs to recover over 900 billion vnd of the tax debts. Besides, deploying the measures to collect tax debts under the Law on Tax Administration, the Department establishes professional handbook for debt management and implements measures to improve the efficiency of application the selectivity criteria to inspect at HCM City Customs Department toward reducing Red channel rate but increasing the detection rate of violations through physical inspection.

At the same time, the Customs Branches review all tax debts: irrecoverable debts, recoverable debts, cases of overdue tax debts over 90 days from the date Customs issuing tax assessment to apply the coercive measures to collect tax debts in accordance with provisions of the law.
