Although Decision 15/2017 / QD-TTg comes into effect in 1 month, Customs Branches under the Hanoi Customs Department has made an assessment of the impact of this Decision, especially State budget revenues.

For the Northern Hanoi Customs Branch, Decision 15/2017 / QD-TTg is supposed not to affect the current situation of the Customs Branch. The Deputy Manager of the Northern Hanoi Customs Branch, Mrs. Nguyen Thi Bich Lien said that this decision was necessary because it facilitated businesses to determine their business as well as helping Customs Branches have a basis to guide companies to implement Customs procedures.

For consumer goods outside the list of Prime Minister's Decision, enterprises may carry out procedures at all Customs offices at the border. Although the Northern Hanoi Customs Branch is outside the border gate, it has implemented a specific mechanism to transfer consumer goods earlier, so Decision 15/2017 / QD-TTg does not have much impact on the State budget revenues.

There is no stability like the Northern Hanoi Customs Department, Decision 15/2017 / QD-TTg is expected to have a significant impact on State budget revenues of the Gia Thuy Customs Department. Sharing this issue, the Deputy Manager of the Gia Thuy Customs Branch, Mr. Nguyen Thai Binh said that right after the Prime Minister issued the list of imported goods subject to Customs procedures at the import border gate, the Customs Branch made an assessment of the impact.

According to the assessment, in 2016, the commodities which were adjusted according to Decision 15 / QD-TTg had revenues of nearly 430 billion vnd per total revenues of 2,500 billion vnd. From 1st July 2017, according to the new Decision, it is anticipated that a large number of commodities will be affected at the Customs Branch. For example, YAMAHA motor company must complete import procedures for motorcycles with engine capacity of 150cc and above.

According to Decision 15 / QD-TTg, two-wheeled motorcycles with capacity over 125 cc must carry out Customs procedures at the border gate. Or, some items that contribute large tax amounts such as tobacco, milk, dairy products, canned products, etc. will have to carry out Customs procedures at the import border.

In order to overcome these difficulties, Mr. Binh said the Customs Branch would actively seek new revenue sources, especially approach the existing enterprises based in Hanoi which implements procedures at the Customs Branch outside the area to exploit revenues. Besides, the Customs Branch shall conduct propaganda to the business community about new points in Decision 15/2017 / QD-TTg.

Specifically, all goods which are not on the list are allowed to carry out Customs procedures at the Customs office outside the border gate. Many consumer goods which are previously restricted to border gate, shall no longer be restricted under Decision 15 / QD-TTg", Mr. Binh said.

Also affected by the Prime Minister’s Decision 15 / QD-TTg, the Investment and Processing Customs Branch has optimistic forecasts that the revenues of the Customs Branch may increase because enterprises have more options on the location of Customs clearance.

According to the Manager of the Investment and Processing Customs Branch, Mr. Le Trong Hung, currently, the Customs Branch only processes raw materials for export, processing and foreign invested enterprises in Hanoi.

According to the new Decision, enterprises which have just imported raw materials, and imported complete products for consumption (outside the list), they could concentrate on working in the Investment and Processing Customs Branch, instead of having to separate as the current: Input materials are made in the Customs Branches, and completed goods are imported at the border.

According to the Prime Minister’s Decision No. 15/2017 / QD-TTg of 12th May 2017 on the promulgation of the list of goods to be imported for Customs clearance at the border gate, 17 groups of sensitive items at a high level of control in the management (such as tax administration, specialized management, security, national defense, environment etc.) need to be strengthened at the border.

In addition, in order to encourage enterprises to develop production and create favourable conditions for a number of cases of special-purpose imports, the Decision also stipulates the import goods on the list of selected Customs procedures at border gates or at Customs clearance sites outside border gates in some cases.
