According to Pham Thanh Cam, Deputy Manager of Huu Nghi Border Gate Customs Branch has effectively controlled vehicle capacity and received coordination from the transporter, importers and exporters. However, some overloaded, non-standard container trucks that are remodelled to transport goods in large quantities from border gates to the inland participate in traffic inconsistent with regulations, causing unsafety and traffic accidents.

Huu Nghi Customs Branch does not process procedures for customs clearance, sealing and release for means of transport carrying goods exceeding the capacity stated in the registration certificate and volume of goods stated in the certificate of technical safety and environmental protection.

For transit or border-gate transfer consignments, Huu Nghi Customs Branch only implement sealing and approve the goods eligible for passing the customs control area if they meet conditions on custom sealing and supervision and their locking handle, the latch must have a hole that the customs authority can seal; standards, container sizes following the provisions of Circular 64/2015/TT-BGTVT dated November 5, 2015, of the Minister of Transport, promulgating national technical regulations on inspection and manufacture of shipping containers transported.

Huu Nghi Customs Branch will not permit the upload of goods in containers or truck boxes like containers if they fail to meet conditions on customs sealing and supervision and will not approve these vehicles to pass the customs control area.

For super-long and super-heavy vehicles eligible for carrying super-long, super-heavy goods, Huu Nghi Customs Branch only allows these vehicles to upload goods and approve them as eligible for passing the customs control area when they satisfy regulations Articles 13, 14 and 20 of Circular 46/2015/TT-BGTVT dated September 7 2015.

Huu Nghi Border Gate Customs Branch notifies about these regulations to the business community, owners of transporters, and drivers involved in transporting import and export goods across Huu Nghi International Border Gate. During the implementation, if there are any problems, owners of transporters and drivers should contact customs for support.

The Branch also requests Huu Nghi Xuan Cuong Joint Stock Company not perform loading and unloading services for vehicles failing to meet prescribed conditions.
