Implementation progress of four decrees performed by GDVC

The GDVC has coordinated with ministries and government agencies, Government Office and departments under the Ministry of Finance in developing and perfecting draft documents; mobilized human resources and time to develop documents in line with process, procedures and guidance documents to remove obstacles to the business community, limit overlapping regulations between regulatory agencies, ensuring feasibility, effectiveness and efficiency.
Specifically, regarding the Decree regulating the management mechanism, methods and procedures for quality and food safety inspections for imports, and following the direction of Deputy Prime Minister Pham Binh Minh, the Ministry of Finance issued Dispatch 2121/BTC-TCHQ on March 30 to get feedback from ministries of National Defense, Public Security, Construction, Industry and Trade, Health, Agriculture and Rural Development, Science and Technology, and Transport about issues that have many different opinions. Currently, the GDVC is gathering comments from the ministries.
On April 15, the GDVC submitted Report 45/TTr-TCHQ-GS-3 to the Government for the second time on the draft decree supplementing and amending a number of Decree 08/2015/ND-CP and Decree 59/2018/ND-CP of the Government. Currently, the country’s top customs regulator has reviewed and perfected the draft.
Regarding the Decree on customs control for imports and exports transacted via-e-commerce, on April 8, the GDVC submitted Dispatch 268/TTr-TCHQ-GSQL to the Ministry of Finance on getting feedback from the Government members on the draft Decree.
The GDVC has gathered comments from ministries, government agencies, provinces and cities on the Decree regulating the information connection related to import, export and transit goods, people and vehicles under the National Single Window.
The GDVC is developing a draft Circular promulgating the list of Vietnam's import and export goods to replace Circular 65/ 2017/TT-BTC dated June 27, 2017.
On April 12, the Legal Department of the Ministry of Finance held a meeting to appraise the draft Circular. The GDVC is finalizing the draft.
Regarding the Circular amending and supplementing a number of articles of Circular 38/2015/TT-BTC and Circular 39/2018/TT-BTC, the GDVC is getting feedback from departments under the Ministry of Finance and local customs departments.
