STQ01 is no longer consistent
According to the Post Clearance Audit, after a period of official operation, exploitation and application of the STQ01 system, it initially brought certain effects.
However, to meet the management requirements in the new situation, the STQ 01 system is old, the functions are not stable andthe operation is inaccurate; many criteria are still unnecessary and take a long time when updating.
In particular, the STQ01 system is no longer appropriate, and cannot connect to databases of other systems of the customs sector, because other systems have been upgraded.
Therefore, the STQ01 system has not met the management functions of the post clearance audit work.For example, the updated criteria from the proposed information collection to the post clearance audit results are not consistent with the current regulations, and also have not met the requirements on analysis, direction and administration of post-clearance audit. The Reporting System is no longer operationalbut is inaccurate, so the system does not have data to serve the management and administration of post-clearance audit work.
The system cannot integrate some necessary information for risk analysis and assessment to decide on the post clearance audit; criteria for updating information on business records for risk management and selection of subjects for post clearance audit have not been built.
Build an overall picture of import-export enterprises
Director of the Post Clearance Audit Department Nguyen Tien Loc said that facing the limitations of the STQ01 system and to meet the requirements of improving the efficiency of the post clearance audit, the department has arranged resources and coordinated with the Customs IT and Statistics Department to upgrade the system.
The upgrading of the STQ01 system, including the supplementation of a number of new functions,is to meet operational requirements and to be consistent with the current model of the post-clearance audit and to overcome existing limitations of the system.
Accordingly, STQ02 system will ensure connection and exchange of information with VNACCS/VCIS and satellite systems, and current databases of the customs sector.
Ensure information on enterprise records, import and export records of enterprises for post clearance audit to classify documentary risks; import and export enterprises into subject of post clearance audit or subject of monitoring and subject that has not yet audited. Especially, the new system will help build an overall picture of import-export activities of enterprises.
At the same time, STQ 02 will apply risk management and information technology based on the criteria to automatically classify and identify the subjects of post clearance audit for the entire force and meet the customs management requirements and the law.
The new system is expected to ensure the management of the post clearance audit from the information collection to the end of post clearance audit; ensure the management of the selection of subjects of audit and audit time to avoid overlapping between units. The results of the post clearance audit are managed effectively. Accordingly, the contents of the conducted post clearance audits will be updated fully and accurately to serve the management and administration of the General Department of Vietnam Customs.
The STQ02 system also offers support for statistical report that gradually replaces manual reporting methods and is suitable for management requirements such as serving statistics, reporting, analysis, and classification.
To meet the above objectives, STQ02 system must meet requirements on management in accordance with the Law on Tax Administration and Customs Law; the operational requirements of the post clearance audit in the environment of electronic customs; the requirements on connecting, exploiting, updating online, exchanging information with Customs information system.
The Post Clearance Audit Department is actively implementing work related to the completion to soon put into official application the STQ02 System.
By the end of November, the Customs sector conducted 1,395 audits, of which 461 audits were atCustoms declarant’s premises and 979 audits atCustoms’ headquarters. Total imposed tax and administrative fine is VND993.6 billion and the actual revenue paid to the State budget is VND941.16 billion. The Post Clearance Audit Department collected more than VND524 billion, accounting for 56% of the total revenue of the whole post-clearance audit force. |
