Previously, the press mentioned that a company carried out customs procedures for imported forklift. When importing this item, this company submitted an application form for state inspection for imported goods quality at the Hanoi Register Branch No.1 and was granted a registration number to open the declaration at Vinh Phuc Customs Branch. The Customs said that these goods are not eligible for customs clearance because as per Circular 89/2015/BGTVT, only the Vietnam Register Department under the Ministry of Transport has competency to issue the application form for this item rather than Hanoi Register Branch No.1.

Ha Noi Customs Department said that in mid-December, while carrying out customs procedures for the forklift consignment imported by M.D Electronic Printing Co., Ltd, the Vinh Phuc Customs Branch received an application form for state inspection for imported goods quality certified by the Hanoi Register Branch No.1.

After receiving the dossier of the company, Vinh Phuc Customs Branch reported this problem to the Vietnam Register Department.

Pursuant to the regulations on technical safety quality and environmental protection inspection of transport construction machinery as prescribed in Circular No. 89/2015/TT-BGTVT dated December 31, 2015 amended and supplemented in the Ministry of Transport's Circular No. 42/2018/TT-BGTVT dated July 30, 2018, as follows:

The Ministry of Transport shall assign the Vietnam Register Department to manage, organize and conduct inspections, tests and certification of the technical safety quality and environmental protection for imported transport construction machinery, and those modified for use.

Vinh Phuc Customs Branch said, comparing the Application form for state inspection for imported goods quality (certified by the Hanoi Register Branch No.1) submitted by the M.D Company with the application form for technical safety quality and environmental protection inspection for imported transport construction machinery attached to Circular No. 42/2018/TT-BGTVT dated July 30, 2018 of the Ministry of Transport is inconsistent and inappropriate.

The Hanoi Customs Department issued a dispatch to discuss this problem with the Vietnam Register Department. On December 23, the Vietnam Register Department sent a dispatch to the Hanoi Customs Department to instruct the company. Accordingly, the registration procedure for imported forklifts by M.D. Electronic Printing Co., Ltd shall comply with regulations in Circular No. 89/2015/TT-BGTVT dated December 31, 2015 of the Ministry of Transport.

The reception and settlement of procedures on technical safety quality and environmental protection inspection of transport construction machinery are now implemented by the Vietnam Register Department on the National Single Window Portal (https: //vnsw.gov.vn).
