Encouraging enterprises in complying well with the law

Arriving at Hoa Khanh- Lien Chieu Industrial Park Customs Branch in the last days of May 2018, it was very difficult for the reporter to see the enterprises busily carrying out Customs clearance procedures for import and export goods.

Explaining this issue, the manager of Hoa Khanh- Lien Chieu Industrial Park Customs Branch, Cao Van Nhan says that currently, most of Customs declarations of import and export goods were classified into Green Channel (rate of 54.94%). Thereby, goods were immediately cleared in the automated Customs clearance system and enterprises did not have to present in the Branch’s headquarters. For the Yellow channel declaration (rate of 41.75%), the Branch also encouraged enterprises to send their dossiers via the e-system. For documents that were required to submit the original document, enterprises needed to submit at the Branch’s headquarters to check. Currently, only 3.31% of Customs declarations that were carried out Customs procedures at the Branch were classified into Red channel.

Observing the Customs procedure handling step, the reporter realized that Mr. Phung Quoc Binh, a Customs officer of Hoa Khanh- Lien Chieu Industrial Park Customs Branch who was checking Yellow Chanel dossiers sent by enterprises, the procedures were quickly implemented by him because all enterprise’s documents had been sent via the e-system to the Customs authority. Mr. Binh said that the Customs clearance results of Yellow Chanel dossiers that were sent in the e-system would be issued after 5 minutes checking. In the morning of the same day, Mr. Binh handled and checked 8 import declarations and 2 export declarations that were classified into Yellow channel in the e-system.

The manager of the Branch, Mr. Cao Van Nhan said that an advantage in Customs management for enterprises was that most enterprises in the area were foreign invested enterprises and complied well with the Vietnam law. Hence, enterprises highly appreciated the support and development of Customs-enterprise partnership held by the Branch.

Implementing diversified support activities

The Branch regularly holds business dialogues in many modalities such as: the direct dialogue is mainly implemented for new enterprises to support initial information for these enterprises. In fact, in the morning that the reporter presented at the Hoa Khanh- Lien Chieu Industrial Park Customs Branch, manager Cao Van Nhan directly had a dialogue with the new director of Hanoi Steel Center Co., Ltd., to share information related to Customs policies and procedures and enterprise support activities in the area.

In addition, the Branch has also held regular dialogue with enterprises, once per quarter. Also, manager Cao Van Nhan said that the organization of Customs-enterprise dialogue conferences aimed to support enterprises to promptly grasp and comply well with the State’s policies, as well as directly listen to difficulties and shortcomings that the enterprises faced. Thereby, removing shortcomings and providing the most favorable conditions for enterprises in carrying out Customs procedures at the Branch. Thanks to the effective implementation and strict monitoring of enterprises’ operation, the Customs-enterprise dialogue conferences held by the Branch always attracted the enterprises’ participation. At the latest dialogue conference (in April 2018), 30 enterprises participated and about 20 questions asked by enterprises were specifically answered by the Branch.

Not only organizing Customs-enterprise dialogues, the Branch has also implemented diversified support activities to provide information for enterprises. Mr. Nhan said that twice a month, the Branch updated new information related to Customs field for enterprises via email. Along with that, the Branch organized the contest "Learning about Customs law" to improve the quality and efficiency of propaganda and publicity of Customs law for the business community in the area managed by the Branch, especially Customs officers in charge of carrying out Customs procedures. Enhancing the awareness of enterprises in complying with Customs law when implementing import and export activities.

The effective implementation of the State management on Customs in the area, taking initiative in enterprise support to comply well with the Customs law, the satisfaction of enterprises reached 100% when they conducted surveys; The support from the Customs together with the sense of law enforcement of enterprises helped the working performance in 2018 of the Branch achieve positive results. As of the end of May 2018, import and export turnover reached US$ 229 million, an increase of 43.85% compared to the same period in 2017, the rate of import and export declaration reached 17,966 declarations, increasing 15.38% compared to the same period in 2017. The revenue collected by the Branch was VND 354.35 billion, reaching 63.05% of the assigned target (VND 562 billion).
