Inspecting environmental protection in scrap imports

Following the direction of the Prime Minister, the MONRE has developed an inspection plan of compliance with the environmental protection law for granting certificates of environmental protection eligibility for import of scraps as materials for production.
Under the MONRE’s plan, the inspection focused on three contents. The first content is the granting of certificates of environmental protection eligibility for import of scraps as materials for production.
The second content is the compliance with the environmental protection law by organizations which are granted certificates of environmental protection eligibility for import of scraps as materials for production.
The third content is the compliance with the environmental protection law by organizations which are designated by MONRE to participate in the certification of conformity with environmental technical standards for the import of scraps as materials for production.
Accordingly, the units subject to the inspection include the General Department of the Environment, the inspection period from 27th October 2015 to present; Department of Natural Resources and Environment of provinces and cities under central Government, the inspection period from 1st January 2013 to present; Organizations which have been granted certificates of environmental protection eligibility for import of scraps as materials for production, the inspection period from the effective date of the certificates to present; and Organizations designated by the Ministry of Natural Resources and Environment to participate in the certification of conformity with environmental technical standards for the import of scraps as materials for production, the inspection period from 27th October 2015 to present.
At the same time, the MONRE will carry out a comprehensive inspection nationwide of the observance of the environmental protection law for the granting of certificates of environmental protection eligibility for the import of scraps as materials for production.
The inspection starts from the middle of August 2018. In particular, during the inspection, the sampling and analysis of samples will be carried out in necessary cases.
The MONRE requests the People's Committees of the provinces and cities directly under the central Government to guide the Departments of Natural Resources and Environment to review the granting of certificates of environmental protection eligibility for the import of scraps as materials for production.
At the same time, directing Provincial Inspectorates to inspect the granting of certificates of environmental protection eligibility for the import of scraps as materials for production the Departments of Natural Resources and Environment and organizations which have been granted certificates of environmental protection eligibility for the import of scraps as materials for production by the Departments (except for units which were selected by MONRE's Inspectorate).

People's Committees of provinces and cities starts inspection from the end of August, 2018. In the beginning of October 2018, the inspection result shall be sent to the MONRE for summing up and reporting to the Prime Minister.
