Accordingly, the General Director of Vietnam Customs has signed the plan to prepare for the implementation of the plan on management and supervision of goods at seaports and airports.
The objective of the plan is to simplify and harmonize Customs procedures with the procedures of storage, port and airport businesses and related parties through the application of the public Customs system, information technology to exchange and update information of port businesses, warehouses to closely monitor the process of moving, fluctuation and condition of the goods from the time of entry and exit among locations subject to Customs supervision.
In addition, the application of IT will shorten the time and cost of Customs clearance procedures. Also, it will strengthen the management of the Customs authorities in the Customs inspections, supervision, and control, enhancing the compliance of enterprises, preventing commercial fraud, smuggling and ensuring the national security.
Improving the automation of information technology systems in support of Customs inspections, reconciliation, and risk assessment, monitoring and control.
When deploying the project on management and supervision of imported goods at seaports and airports, Customs officers shall ensure the management and supervision of goods from the time when means of transport are discharged from the country, carrying out goods among locations subject to Customs supervision until goods are removed from the Customs supervision area for domestic consumption or transferred to other Customs processing establishments (processing or export).
For exported goods, ensuring the management and supervision from the time they are gathered for export and transported among the places subject to Customs supervision until the goods are loaded onto the means of transport and move out of the Customs supervision area to export abroad.
Objects affected include Customs offices and businesses dealing in warehouses seaports and airports. In addition, the implementation of the scheme will also involve shipping lines, airlines, shipping agents, forwarding agents, customs agents, import-export companies, agencies of ministries and sectors and other stakeholders.
Currently, the General Department of Vietnam Customs has developed a detailed roadmap for the implementation of the scheme, through the completion of the legal basis, preparation of the IT infrastructure system, and dissemination of the plan for the business community.

According to the plan, the General Department of Vietnam Customs will complete the preparation for official implementation of the project of management and supervision on goods at the Customs Department of Hai Phong and the Customs Department of Hanoi in 2017; then expand to the Customs Departments of provinces and cities such as Quang Ninh, Ho Chi Minh City, Ba Ria-Vung Tau, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Khanh Hoa and Can Tho.
