Khanh Hoa Customs makes efforts to implement "dual task"

VCN - Both import-export goods and entry-exit passengers have plummeted due to the pandemic affecting the implementation of the management and budget collection tasks of Khanh Hoa Customs Department. Welcoming special flights

Officers of Cam Ranh International Airport Border Gate Customs Branch under KhanhHoa Customs Department have been always ready in medical protective clothing to pick up and carry out procedures for special flights carrying Vietnamese citizens home from abroad. Last weekend, the branch carried out procedures for three entry and exit international flights with over 400 passengers.

Accordingly, at 8pm on August 14, a special flight VN311 of Vietnam Airlines carrying 359 Vietnamese citizens from Japan to the country to avoid the pandemic landed at Cam Ranh international airport. This flight was conducted under coordination between the Vietnamese Embassy in Japan and Vietnam Airlines with Japanese authorities to safely bring Vietnamese citizens from Japan.

Passengers on the flight included children under the age of 18, the elderly, pregnant women, sick people, employees on expired contracts, persons who have no place of residence and students who have no places to stay due to dormitoryclosures and other particularly difficult cases.

Then, at nearly 10pm, aflight from Korea carrying 25 foreign experts landed at Cam Ranh airport. These experts work in enterprises in KhanhHoa province. On the morning of August 15, the above flight carried out procedures to bring 40 Korean experts from KhanhHoa to Korea.

Deputy Manager of Cam Ranh International Airport Customs Branch Nguyen Duy Linh said to facilitate the pick-up and procedures for flights, Cam Ranh International Airport Customs Branch had arranged officers with protective clothing to quickly carry out procedures for entry and exit flights. Particularly for two entry flights, the branch had worked with the provincial competent agencies to implement medical disinfection measures for luggage, perform procedures quickly and take passengers to the concentrated isolation places.

According to KhanhHoa Customs Department, this year, due to the impact of the pandemic, entry and exit flights through Cam Ranh International Airport were almost stagnant. Cam Ranh International Airport only picks up and checks in special flights. SinceJuly 25, the Cam Ranh International Airport Border Gate Customs Branch has completed procedures to welcome 10 flights with a total of nearly 1,800 passengers, including over 100 foreign experts.

With the aim of ensuring the health of its citizens and preventing the spread of the pandemic, the airline has strictly carried out measures on security, safety and hygiene during the journeys. Immediately after landing at Cam Ranh International Airport, the passengers were under medical supervision and concentrated isolation in accordance with regulations.

Overcoming difficulties to collect budget revenue

This year, Khanh Hoa Customs Department was assigned a target of VND1,500 billion by the Ministry of Finance. In which, revenue in Khanh Hoa province is VND1,300 billion and Ninh Thuan province VND200 billion. The desired target assigned by the General Department of Customs is VND1,660 billion, of which VND1,450 billion is collected in Khanh Hoa and VND210 billion VND in Ninh Thuan.

The impact of the Covid-19 pandemic and the implementation of necessary social distancing measures according to the Prime Minister's Directives had an impact on the import and export activities of enterprises in the province such as the decreased supply of seafood materials and the narrowed export market. The tax revenue from some items originating from China, Korea is low, accounting for a small proportion of the total revenue of the unit (specifically, in 2018, it accounted for 1.28%; in 2019 1.01%; in 2020, 0.75% of the total revenue of the unit), so the Covid-19 pandemic does not have much influence on the progress of budget collection of the unit.

Sticking to the assigned targets and direction of the General Department of Customs on the synchronous and drastic implementation of measures to facilitate trade, improve the effectiveness of state management and combat revenue loss, KhanhHoa Customs Department has built a plan and implemented specific measures and solutions close to the actual situation. The Department has required branches and divisions to firmly understand the main revenues and evaluate performance; regularly urge tax debt collection, coordinate with other agencies to verify the operation status of enterprises to apply coercive measures to recover overdue tax debts, and avoid new debts in the year; enhance inspection, promptly detect and handle violations on prices, codes, tax rates, combat revenue loss and fulfill the assigned target and desired target.

Besides, to complete the budget revenue target, Khanh Hoa Customs Department has paid special attention to tax debt collection. As of May 15, 2020, the unit has collected VND45.11 billion in overdue tax debt and enforcement debts. Of which, VND44.87 billion was overdue debt of an enterprise and over VND240 million was subject to enforcement debts of two enterprises.

Given the synchronous solutions, in the first seven months of 2020, KhanhHoa Customs Department collected VND2,110.25 billion, reaching 140.68% of the assigned target, reaching 127.12% of the desired target (VND1.66 billion), down 14.21% over the same period in 2019. The main revenues ofKhanhHoa Customs Department were imported petroleum and imported equipment for wind and solar power projects in NinhThuan.

In which, revenue from petroleum in July increased strongly compared to the previous month, reaching VND336.08 billion, up 71.01%. Accumulated to July 15, 2020, it reached VND1,223.91 billion, accounting for 57.99%, up 23.09%. Because the revenue from imported petroleum increased 30.44%, the import turnover increased by 3.77% over the same period in 2019.

Along with imported petroleum, revenue from wind power and solar power projects also accounted for nearly 30% of the revenue of KhanhHoa Customs Department. Although the power projects have been stable, the revenue from this source decreased by more than 50% compared to the previous year, it still reached VND623.89 billion.
