Active support for enterprises

As of April 9, 2019, Lang Son Customs revenue reached VND825 billion, up more than 140.42% from the same period last year, reaching 29.46% of the year’s estimate. The number of enterprises conducting procedures increased, while import activity increased over the end of 2018.

Director of Lang Son Customs Department, Hoang Khanh Hoa, said that from the beginning of the year, the Department has taken drastic measures to realize 2019 State revenue collection tasks, such as reviewing the recovery and handling of existing tax debts and preventing new tax debts arising, as well as facilitating enterprises. Huu Nghi border gate Customs Branch has taken the initiative in meeting and removing problems arising during Customs clearance at the border gate for enterprises to cut clearance time.

Normally, the volume of watermelons from southern provinces to Tan Thanh border gate for export to China is significant, so in order to prevent congestion at the border gate, Lang Son Customs has actively coordinated with the competent forces in the classification of traffic flow and arrangement of yards for vehicles; and enhanced human resources to receive and process Customs clearance quickly and easily. So far, this has been successful in reducing congestion.

In addition, the Department has advised the provincial People’s Committee to improve the legal basis and re-structure some yards at the border gate; and guided enterprises to complete the procedures for recognition of inspection site of import and export goods.

Accordingly, a large number of goods and luggage have been inspected and supervised. In the first quarter, the Department has cleared 1,386 enterprises with 19,790 import and export declarations and collected US$646.4 million.

Manager of Huu Nghi Customs Branch said that in the first quarter of 2019, the Branch has processed 10,294 declarations with a total import and export turnover of US$300.6 million. The Branch collected VND500 billion, reaching 22% of the target (VND2.233 billion), up by 38% against the same period last year.

Director of Vietnam Machine Investment Development JSC., Nguyen Vu Tru, said that all officers at border gate Customs Branches aim to serve enterprises and remove problems for enterprises immediately. This is a remarkable step for administrative reform of Lang Son Customs. Especially, Customs authorities are seeking ways to connect, share information and apply electronic systems to receive and handle administrative procedures for import and export activities, reducing costs and time for enterprises.

Director of Thu Ngan Auto JSC., Ta Huu Dien, asserted that the Customs clearance is quick and easy with the support from management agencies, including border gate Customs. Customs officers are enthusiastic on supporting and facilitating import and export enterprises.

Synchronous solutions

According to Lang Son Customs Department, the economic situation is still facing many challenges and difficulties, while the import tax rate under free trade agreements (FTA) is in a period of strong reduction. Moreover, the smuggling, illegal transportation of prohibited goods, trade fraud, goods infringing intellectual property rights, goods infringing specialized inspection, especially those related to food safety and health for consumers is increasing. In order to better implement the key tasks, according to Mr. Hoang Khanh Hoa, the Department continues to strengthen administrative reforms, facilitating imports and exports through the area; effective management and supervision for people and means, imports and exports, striving to collect VND2,920 billion.

At the meeting with Lang Son Customs Department on the management of border gates, state budget collection, anti-smuggling and anti-trade fraud on March 20, 2019, Vice chairman of Lang Son provincial People’s Committee, Head of provincial Steering Committee for state budget collection, Head of provincial Steering Committee 389, Nguyen Cong Truong, requested Lang Son Customs to implement solutions to reach targets set out and strive to reach the revenue target and surpass the target. Particularly, Huu Nghi Customs Branch must strive to collect VND3 billion.
