Accordingly, the department actively coordinates with local enforcement agencies to perform tasks and make effective digital customs control.
At the working session of Deputy Director General of Vietnam Customs Hoang Viet Cuong with Lang Son Customs Department on the plan for customs reform, development and modernization by 2025, Director of Lang Son Customs Department Nguyen Hong Linh said the department has urgently and drastically expedited administrative reform, facilitated and removed difficulties for traders importing and exporting goods across the locality.
The department has also actively coordinated with law enforcement agencies at the border gate to classify channels when congestion has occurred at the border gate, quickly clear goods and limit costs for businesses.
Through effective solutions and great efforts, the current trade in goods across the province reaches over US$18,090 million. Of which, the import and export turnover of goods declared at Lang Son Customs Department decreased by 29.9% compared with the previous year to US$2,137.5 million.
As of October 12, the department’s revenue fell 61% to VND3,344 billion, accounting for 61% of the target.
The decrease in trade and revenue stems from the implementation of the “Zero Covid” policy, and regular changing of goods transportation methods by the Chinese Government, which greatly affected import-export activities across Lang Son province.
In addition, enterprises have shifted to carry out customs procedures at Cao Bang Customs for the CBU car, means of transport, which contribute major revenue, so the trade and revenue in the province plunges, said Director Nguyen Hong Linh.
However, in order to achieve the highest results, Lang Son Customs Department continues to promote administrative procedure reform, stable operation of e-customs clearance system; effectively performs the target of digital transformation of the Customs sector and the local government; implements solutions to facilitate import and export activities across the local border gate.
The department has completed the draft plan for Customs Modernization and Reform at the local department in accordance with the direction of the General Department of Vietnam Customs and the local government. The draft also mentions specific elements of the management area and closely follows the direction, orientation and plan of administrative reform and digital transformation of Lang Son province. Lang Son Customs will soon develop a detailed plan, and assign specific tasks to each subordinate unit for effective performance.
At the meeting, Deputy Director General Hoang Viet Cuong said that as a key area on the land route, Lang Son Customs Department needs to study the specifics of the management area as well as the characteristics of import and export goods. Then, the department should implement customs reform and modernization for land border gates, goods transported by containers, trucks, trains.
In addition, based on the plan of the General Department of Vietnam Customs, Lang Son Customs Department needs to focus on and concretize the targets and tasks from now to 2025. Besides, with the strength of being a major land border gate area of the North, the department needs to make a great effort to join the group of leading local customs departments in customs reform and modernization.
