Lang Son Customs works with enterprises to renew business operations from the border gate

Increasing volume of cargo clearance
Up to this point, cargo clearance activities at Huu Nghi international border gate have been reconnected by the Chinese authority. As a result, the volume of cargo clearance has increased significantly. Every day, the number of trucks transporting Vietnamese agricultural products for export has increased significantly with nearly 100 vehicles. Meanwhile, in the import direction, nearly 200 trucks of goods have been cleared quickly.
At Chi Ma border gate, from the afternoon of April 20, the Chinese authority also restored cargo clearance and the two sides have implemented the method of delivery and receipt of goods by crane at Tuan Minh yard and Thang Long yard.
All cargo clearance activities at Tan Thanh border gate have been carried out stably. On average, hundreds of trucks of all kinds are imported and exported every day. Agricultural products and many other items are no longer congested. The statistics showed that, in the first four months of 2022, the number of agricultural products exported through Tan Thanh border gate reached nearly 300,000 tons.
Only from the beginning of May until now, the output of agricultural products exported through Tan Thanh border gate has reached over 15,000 tons, increasing by about 130% over the same period last month.
According to Mr. Nguyen Huu Vuong, Deputy Director of Lang Son Customs Department, in order to assist businesses in carrying out procedures, the unit has simplified physical inspection activities for agricultural products.
Currently, three customs branches at three road border gates are still implementing the "3 - 1" solution which means that customs will prioritize export and clearance procedures for three trucks transporting agricultural products, and then for one truck transporting other goods.
In addition, the Customs force at three land border gates has been promoting connection activities with other competent forces at the border gate to reduce control time, complete related procedures thereby shortening clearance time for agricultural products; coordinate with the plant quarantine agency to inform enterprises exporting agricultural products of Vietnam to proactively take measures to ensure quarantine as well as prepare all kinds of documents related to quarantine. From that, the customs unit will coordinate with China Customs to organize quick cargo clearance.
At the same time, Lang Son Customs also coordinated with Lang Son Department of Industry and Trade to update the import and export situation, mainly the export of agricultural products, and fresh fruits and inform the Departments of Industry and Trade of the provinces, cities and businesses, from that developing a reasonable export plan.
Regarding importation, to accompany enterprises to maintain production activities and avoid disruptions in the supply of raw materials, Lang Son Customs has carried out the procedures for the following main items: spare parts for automobiles, motorcycles, and bicycles; duck feather plucking wax; alloy steel wire; products from iron and steel; raw materials for textiles, leather and footwear; unvulcanized compounded rubber; rubber products; live Japanese eel, live yellow catfish, frozen orange-spotted spinefoot; wood, wood products; products, electronic components, computer components, textile fibers; machinery, equipment, tools, spare parts, electrical appliances, aluminum alloy bars, with a value of US$473,760 million, increasing 45.8% over the same period in 2021.
Work with businesses to regain momentum
It is forecast that enterprises will strengthen import procedures for products to serve to manufacture. As for agricultural products and fresh fruits of Vietnam, which are in season, there will be a large number of goods gathered at the border gate to complete export procedures to China.
According to Mr. Nguyen Huu Vuong, in order to clear up import and export goods, Lang Son Customs will regularly meet and interact with enterprises engaging in import and export activities in the area, exchange and grasp their business plans, thereby offering the most suitable solutions, ensuring cargo clearance at the border gate.
Lang Son Customs also requested customs branches to arrange actively and assign staff to work 24/7 and on holidays.
In addition, with the role of managing joint operations at border gates, Lang Son Customs coordinated with relevant authorities and competent forces to organize talks with Chinese forces in order to unify measures to support and promote the import and export of goods through the provincial border gates.
In particular, unifying the opening time of the border gate, the method of goods delivery and receipt, etc., to quickly resume cargo clearance activities at the remaining border gates in Lang Son province.
Talking to reporters, Mrs. Nguyen Thi Kim Oanh, a representative of an enterprise specializing in importing garment materials from China through Huu Nghi border gate, said that, although the business had faced many difficulties in importing goods from China, thanks to Lang Son Customs, the enterprise quickly grasped policies and regulations to be proactive in their plans to import raw materials, as well as in production and business.
At this time, in order to shorten the time for completing procedures, Huu Nghi Border Gate Customs Branch is also prioritizing implementing procedures for businesses that have carried out electronic declarations, to reduce the congestion of vehicles carrying import and export goods at the border gate area. In particular, the Customs force has been coordinating with the Border Gate Management Center to arrange to open a separate channel for re-export and re-import channels for both Vietnamese and Chinese vehicles to return.
