Lao Cai Customs Department applies new methods to transport import-export goods

Five steps for export and four steps for import
The key content of the plan is to transport export and import goods based on the principle of "fixed people without fixed vehicles".
For export goods, vehicles carrying exported goods, including no more than 50 vehicles with capacity of 10 tonnes or more and 70 border trade vehicles, are allowed to operate under the signed agreements.
The driver of a vehicle must fully comply with the five-step health protection regulations:
Step1: Vehicles carrying exported goods are parked at eligible warehouses or yards and granted order numbers under the "card for vehicles carrying exported goods" issued by the Border Gate Management Board.
Step 2: The Border Gate Management Board regulates vehicles carrying export goods out of the yard (no more than 20 vehicles a time) to the border gate via barie No. 2b. The Border Guard forces control and arrange parking at the export depot (each vehicle is at least 5m apart).
Step 3: The Border Guard forces regulate and guide Vietnamese vehicles carrying export goods eligible for exit procedures to move to the isolated area of Ha Khau-China border gate (no more than five vehicles at a time, each vehicle is at least 5m apart).
Step 4: Vietnamese drivers hand over Vietnamese vehicles carrying export goods to Chinese drivers in Ha Khau border gate area, then return to Vietnam without entry procedures for going into China.
Step 5: After unloading the cargo, the Chinese drivers will drive Vietnamese vehicles to the Ha Khau border gate area, hand over the vehicles to the Vietnamese drivers to return to Vietnam and park at KB2 yard.
For imported goods, there are four steps as follows:
Step 1: Chinese vehicles carrying imported goods driven by the Chinese drivers will be gathered in front of House B. The Border Guard forces shall regulate vehicles carrying imported goods (each vehicle is at least 5m apart).
Step 2: Chinese drivers hand over Chinese vehicles carrying import goods to Vietnamese drivers in the isolation area in front of House B, then return to China without entry procedures into Vietnam.
Step 3: Vietnamese drivers (assigned by importers) will receive and drive Chinese vehicles from the isolation area to KB1 yard (to carry out import procedures for goods, vehicles and pay fees related to goods and vehicles before out of KB1 yard).
After that, Vietnamese drivers will drive the Chinese vehicles into the warehouse of Viet Trung Logistics Joint Stock Company or the Economic Zone Service Centre to unload the cargo.
Step 4: After loading and unloading imported goods, Vietnamese drivers shall drive Chinese vehicles from the yard to the quarantine area in front of House B and handover to Chinese drivers to return to China.
According to the Economic Zone Management Board of Lao Cai province Lao Cai, the plan for the management of import-export activities during the emergency period of prevention and control of the Covid-19 pandemic aims to ensure import and export activities are not delayed by the pandemic, but still absolutely comply with regulations on border management, international trade and disease prevention.
Turnover of millions of dollars each day
Since the outbreak of the Covid-19 pandemic, Lao Cai province has made great efforts to implement import-export activities with China at Kim Thanh International Border Gate No.II and railway.
From the Lunar New Year 2020 to now, Lao Cai International Border Gate Customs Branch and Lao Cai International Railway Station Customs Branch have assigned officers to carry out customs clearance seven days a week with a turnover of millions of USD a day including Saturday and Sunday.
For example, on April 14, the total import-export turnover at Lao Cai Border Gate Customs Branch reached US$3,702 million.
Of which, import turnover reached $1,765 million; export turnover reached $1,936 million.
Exported items are dragon fruit, watermelon, mango, jackfruit, while imported items are agricultural products, fertilisers and electronic equipment.
At Lao Cai International Railway Station Customs Branch, total turnover reached more than $641,000. Import turnover was $158,000; export turnover was $483,000.
Export goods are sulfur (in transit) and yellow phosphorus. Imported goods are fertilisers (DAP and SA).
