This direction has played an important role in the reform of administrative procedures much more strongly under the policy of the General Department of Vietnam Customs.

In order to implement the direction effectively, the leaders of the General Department of Vietnam Customs require local Customs Departments to update information on the internal system in a timely fashion, which complies with current regulations. In addition, the leaders of the General Department of Vietnam Customs also rectify and take serious measures to deal with the absence of updating or incorrectly or untimely updating data into the Customs system as required.

Besides, departments under the General Department of Vietnam Customs which are assigned to manage the current information system of Customs will be responsible for coordinating and providing information to other units under the General Department of Vietnam Customs.

In order to carry out electronic reports, local Customs departments and Customs Branches shall use digital signatures to ensure the legality of the reports to the General Department of Vietnam Customs or relevant units under the General Department of Vietnam Customs.

According to the leader of IT and Customs Statistics Department of Customs (the General Department of Vietnam Customs), from April 2014, with the application of automated Customs clearance system VNACCS / VCIS, most of the database relating to import-export and indicators about operations in Customs have been centralized at the General Department of Vietnam Customs such as data on imports and exports; budget revenues; import export figures of petroleum, temporary import for re-export and data on Customs declaration, etc. Therefore, the units under the General Department of Vietnam Customs can directly access the system, not needing the local Customs Department to report.
