Collecting revenues of nearly 1,200 billion VND

Mr. Nguyen Van Khanh, the Deputy Director of the Long An Customs Department, said that by the end of June 2017, the Long An Customs Department paid nearly 1.2 trillion VND to the State budget, accounting for 52% of the target. In the first 6 months of 2017, Customs Branches with a large number of businesses such as the Ben Luc Customs Branch, the Duc Hoa Customs Branch and the My Tho Customs Branch held the dialogue and dissemination conference on new policies for local business community with the participation of nearly 200 people from more than 150 enterprises. Through these conferences, about 20 bottlenecks of enterprises were dealt with by the Long An Customs Department in a thorough manner, limiting errors in the process of Customs clearance of enterprises. In addition, the Long An Customs Department also solved problems for more than 300 questions sent by businesses in writing, through the website and direct inquiries. The main problems of businesses included management policy, tax policy, settlement of processed goods, procedures for carrying goods for preservation, and transfer of goods for domestic consumption.

In the Customs-business partnership, the Long An Customs Department and enterprises regularly exchanged information on production and business activities, commercial practices, tax policies, customs, policy difficulty related to import-export Customs procedures to solve shortcomings in a timely fashion. Customs Branches also actively meet other businesses in the area to grasp difficulty, including enterprises having not procedures at the Long An Customs Department and other new businesses.

Mr. Bach Tan Cuong, Tan Phong Trading Import and Export Co., Ltd. said that the Duc Hoa Customs Department, as well as the Long An Customs Department, paid much attention to solving the difficulty of enterprises. As for problems beyond the authority as well as specialized problems, the Long An Customs Department has supported and guided enterprises to reflect promptly to competent authorities to handle.

In addition, only in the first 6 months of 2017, the Long An Customs Department has fulfilled the target of recovering tax arrears under the General Department of Vietnam Customs's decision to allocate debt collection for 2017. Currently, there is only more than 2 billion VND of tax debt arising from the previous year by the companies which escaped, dissolved or went bankrupt.

Boosting revenues from internal resources

Along with revenue collection measures, the Long An Customs Department has directed its affiliated and subordinate units to implement measures to prevent tax fraud, tax losses and Customs post-clearance audit to ensure the fair import-export environment in line with the State budget.

The Customs Branches shall check the border gates and apply measures to closely supervise the export, import, processing and export production. In addition, the units shall continue to review the collection, exploitation, and use of information, business profiles, risk management, key enterprise profiles and application programs, risk assessment to improve the effectiveness of anti-smuggling for exported and imported goods. Therefore, Customs Branches at the border checked and detected 107 cases of violation, in which the violation cases related to the prescribed time, declaring incorrectly the contents of Customs declarations, violations of regulations on management of raw materials, supplies, and products, resulting in the actual inventory of goods in shortage compared to actual goods, administrative fines and retrospective collection of more than 22 billion VND.

In particular, there are many cases such as coordination with the Navy Team No. 3- The Anti-Smuggling and Investigation Department to inspect and detect that NH Joint-Stock Company violated the declaration of goods, preserved the status of selling of goods, recovered more than 8 billion VND of tax arrears; imposed tax assessment and fines of more than 1.1 billion VND for J.V Company, G.F Company on the acts of wrongly declaring taxes, violation of regulations on declaration of goods, and Customs procedures.

In Customs post-clearance audits, the Long An Customs Department has carried out Customs post-clearance audits of more than 10 cases, issued 12 decisions on tax assessment and fines for administrative violations with a total amount of more than 6 billion VND.

In the remaining months of 2017, the Long An Customs Department will continue to effectively carry out Customs post-clearance audits, promptly detect frauds, tax evasion, processing and state budget remittances. In addition, Customs Branches will continue to closely inspect and supervise exported and imported goods, processing, export production, collection, exploitation and use of information, documents of enterprises, risk management profiles, key business profiles and application programs, analysis, and risk assessment to improve the effectiveness of anti-smuggling and anti-commercial fraud for exported and imported goods, contributing to increasing internal revenues of the Customs.
