According to reports of 63 localities, in 2015, 32 localities generated revenues from the revenues of assets on land or land use right transfer of 2,136.305 billion vnd.

However, the audit showed that the management and use in different localities were not consistent (10 out of 32 localities paid into the State budget, 22 of 32 localities paid into custody accounts and the State budget).

The balance from the revenues of assets on land and land use right in 2015 by central ministries and branches was 5,788.622 billion vnd. The annual revenues were 7,408.259 billion vnd; expenditures in the year were 4,937.193 billion vnd; the year-end balance was 8,259.688 billion vnd (custody account at the State Treasury of the Public Asset Management Department under the Ministry of Finance were 1,328.461 billion vnd, custody account of Ministry of Defense was 6,931.227 billion vnd); The revenues and expenditures in 2015 were 7,772.139 billion vnd, 3,555.2 billion vnd of estimated State budget expenditures.

The results of the audit showed that the regulations on the beneficiaries from the sale of land transfer were not specific, so the process of handling the source of funds for sale of houses and land was not consistent. Also, the amount of money transferred from the sale of land and houses by ministries, sectors and localities was relatively large, not yet centrally managed and strictly managed in accordance with regulations on public investment.

In addition, some ministries and central agencies have not yet completed the work of arranging houses and land, such as the Ministry of Transport, the Ministry of Natural Resources and Environment, the Ministry of Construction, and the Ministry of Agriculture and Rural Development.

The issues of housing encroachment have not been resolved definitely; some units under the ministries and central agencies use land in contravention of regulations, especially in the case of using land assigned as offices for lease for improper purposes.

The inefficient use of land and housing is cited as the case of the Vietnam Cooperative Alliance. This unit signed a business cooperation contract with Thang Long Investment and Cooperation Joint Stock Company at Pham Hung, Tu Liem, Hanoi with a total area of 18,701m2, land of 12.517m2, leasing for 50 years (from 28th November 2012) to implement the project to build the Center for the introduction of traditional products and services of cooperative economy.

However, the audit also showed that according to the amount of money as the agreement, the Vietnam Cooperative Alliance was not afforded to pay land rent into the State budget.

Recently, the General Department of Taxation has reviewed the land use of equitized corporations from 1st July 2014 to 30th November 2016, showing that there were 60 cases of State-owned enterprises appraised by state authorities to change the purpose of land use.

The Ministry of Finance found that the determination of land prices for collection of land use fees and land rents was mainly based on the results of consultancy firms but was inadequate and not close to market prices. At the same time, the determination of land prices was used as a basis for the collection of land use fees and land rent in some localities, which has not yet fully implemented under the order and procedures as prescribed.

Therefore, the Deputy Prime Minister, Mr. Vuong Dinh Hue has recently directed the Ministry of Finance to transfer the list of housing and land use purposes to implement the investment project for the Government Inspectorate to serve public inspections of land management.

According to the latest data released by the Ministry of Finance, in the first 4 months of 2017, total State budget revenues were estimated at 396.47 trillion vnd, equivalent to 32.7% of the estimate. However, the revenues did not ensure the general progress, including the revenues from the public land fund, yield and public assets of only 27.2% of the estimate.
