Minister Dinh Tien Dung: Dien Bien needs to be more active in mobilizing resources

There were also representatives from the General Department of Taxation, the General Department of Vietnam Customs, the State Treasury, the Investment Department, the State Budget Department, the Office of the National Steering Committee 389, and Dien Bien Provincial Departments and Agencies.

Budget revenues grow well

Regarding the socio-economic situation in Dien Bien in 2017 and in the first months of 2018, Mr. Mua A Son - Chairman of the People's Committee of Dien Bien province said: Socio-economy of the province has achieved quite comprehensive results in all areas.

Total local budget revenues in 2017 reached VND 9,680.9 billion, equal to 124.43% of the estimate. Of which, State budget revenue in Dien Bien reached VND 1,092.7 billion. As of 6 March 2018, State budget revenues in Dien Bien reached VND 152.8 billion, equal to 14.7% of the estimate assigned by the provincial People's Council.

Local budget spending in 2017 reached VND 8,481.9 billion, reaching 110.85% of the estimate. In the first two months of 2018, the total expenditures reached nearly VND 1,342.7 billion, basically meeting the socio-economic development tasks, ensuring security and national defense, implementing social welfare policies well, hunger eradication and poverty reduction, promptly using the provincial budgetary reserve to prevent epidemic diseases and overcome the consequences of natural calamities.

Regarding the situation of smuggling and trade fraud, in 2017, the Steering Committee 389 of Dien Bien province directed, urged and inspected the branches in the area to inspect, control, prevent, arrest and handle individuals who commit acts of trading in prohibited goods, smuggled goods or trade fraud.

After inspecting 4,943 establishments, total number of handled cases were 1,863 cases with 1,942 individuals. The total amount of State budget collection is more than VND 17 billion. In particular, there were 161 criminal cases and 211 perpetrators. The seizures included 51.6 thousand grams of heroin; 18.3 thousand grams of opium; 5,000 grams of synthetic drugs in stone form; nearly 531 thousand pills of synthetic drugs; and 56kg of firecrackers.

At the meeting, the Chairman of the People's Committee of Dien Bien province also sent to the delegation proposals and recommendations on the management of the use of State budget funds to implement investment projects under the National Target Program on Rural Development; Program 135 which allocates funds to implement Dien Bien airport project; to support capital for overcoming consequences of rain and floods and natural disasters, embellishment of urban centers and organization of 65th anniversary of Dien Bien victory; to arrange capital sources for the scheme on population restructure and stabilization, socio-economic development, security and national defense and security in Muong Nhe district (Scheme 79); and Project on resettlement of Son La hydropower plant.

Dien Bien Province has proposed to be granted special regime for mountainous provinces due to the current number of old cars while the traffic conditions are difficult fortravel, and proposed to increase the norms of vehicles from 2 cars to 3 cars for People's Councils and People's Committees at district and provincial levels for more facilities to serve the localities.

Tight discipline

Mr. Nguyen Van Can, the Director General of Vietnam Customs said that in 2016, it was proposed to set up Huoi Puoc border gate but the criteria under the Law had not been met. In order to receive more passengers as well as to overcome difficulties, Mr. Nguyen Van Can pledged to have more staffing arrangements for the unit, added subordinate leaders to the permanent residents at the border, so that the process of Huoi Puoc can also solve all operations.

On the issue of State cars, according to Mr. Vo Thanh Hung, Head of the State Budget Department, the Ministry of Finance has submitted to the Government a Decree stipulating the characteristics of the northern mountainous provinces on the use of cars for People's Council and People's Committee at district level.

For the work of anti-smuggling and trade fraud, Deputy Head of the Standing Office of National Steering Committee 389, Mr. Duong Xuan Sinh proposed that in 2018, Dien Bien should focus on the subject of petroleum, fertilizer , pesticides and supplementary foods.

Speaking at the meeting, Minister Dinh Tien Dung highly appreciated the results which Dien Bien Province had achieved in recent years. Sharing with the difficulties of Dien Bien as well as the North West provinces, the Minister said that Dien Bien had been active and bravely breaking through; to be effective in order to rise in socio-economic development.

However, in order to carry out the tasks in the context of many difficulties, the Minister suggested Dien Bien province to be more active in mobilizing local resources; tightening of discipline and discipline in finance, spending on savings and efficiency; continue reviewing the implementation of the Central Resolution on social security; socializing and arranging public non-business units as well as promoting the prevention of smuggling and trade frauds in the area.

For a number of provincial recommendations, the Minister noted that at the same time, the units attached to Ministry of Agriculture and Rural Development worked closely with Dien Bien province to continue to work synchronously and create the most favorable conditions for Dien Bien within the jurisdiction of the Ministry of Finance.

At the end of the working session, Mr. Tran Van Son, Secretary of the provincial Party Committee expressed his sincere thanks to Minister Dinh Tien Dung and the delegation of the Ministry of Finance for giving Dien Bien close attention, sharing and concern. At the same time, Dien Bien's Party and Committee will strive to mobilize resources, overcome difficulties and concentrate on socio-economic development tasks and complete the fiscal tasks of 2018 as well as subsequent years.

On this occasion, Bao Viet Group has donated VND 1 billion to the Dien Bien province to build 12 studying rooms and VND 1.5 billion for the social security project in Muong Lay town.
