Minister Dinh Tien Dung: GDC has excellently completed assigned tasks

VCN – At the online conference to summarize the performance in 2017 and deploy tasks for 2018 of the General Department of Customs (GDC) on the morning of 11th January 2018, the Minister of Finance, Dinh Tien Dung, highly appreciated the performance and achievements of the Customs in 2017, contributing significantly to the state revenue and ensuring the state budget balance.

Recognizing and appreciating achievements of the GDC in 2017, Minister Dinh Tien Dung stated that the deep integration context with signing of bilateral and multilateral trade agreements and free trade agreements (FTAs) significantly affected the implementation of state revenue collection task for the GDC. However, GDC drastically and synchronously instigated solutions and set out to exceed the estimate and additional target assigned by the National Assembly, Prime Minister and Party Committee of the Ministry of Finance. This was an excellent achievement by the GDC, contributing significantly to the state revenue and ensuring the state budget balance.

According to the Minister, in order to achieve the above results, the whole Customs sector has tried to collect state budget, revoke debts and reform administrative procedures, fight against smuggling and trade fraud, and enhance post-clearance audit. The GDC has contributed to the trade facilitation and implemented the administrative reform well by carrying out projects on ASW, Aviation NSW and improving the efficiency of specialized inspection for imports and exports. This brought positive results. As the leading agency, in 2017, the GDC has actively coordinated with the specialized management ministries to review, amend and supplement the legal documents subject to specialized management and inspections.

However, according to the Minister, as the leading agency in improving the efficiency of specialized inspection for imports and exports, the GDC needs to propose to the Government more drastic solutions to force the ministries to join the specialized inspection. During the past time, the GDC has been very proactive in this task, but has not met the requirements, so in the coming time it should carry them out more proactively and effectively.

Recognizing the efforts of the GDC in carrying out tasks in 2017, Mr. Dung warmly praised the achievements of the GDC and said that these achievement have made great contributions to the overall achievement of the Finance sector in 2017. Mr. Dung shared that 2018 was an important year to implement Resolutions of the Party, Decisions of the Party Central Committee Term XII, Resolutions of the Government and National Assembly on the implementation of fiscal task in the period 2016-2020.

Besides approving with the solutions in 2018 set out by the GDC, the Minister also proposed the GDC focus on some specific solutions to better implement assigned tasks in 2018 such as fulfiling the assigned state revenue collection tasks in 2018, striving to exceed the estimate by at least 3 to 5%. To do this end, the Minster said that the GDC needed to closely follow solutions mentioned in Resolution No. 01/2018 of the Government and the action plan of the Ministry of Finance, thereby building a drastic action plan at the beginning of the year. Concentrating on post-clearance audit, anti- smuggling and anti- trade frauds, strictly controlling the declaration of Customs valuation and promptly urging tax debt collection in order to prevent the loss of state revenue and ensure proper and timely collection to the state budget.

Administrative reform, Customs management modernization and trade facilitation will shorten time and cost of goods clearance in accordance with the objectives and requirements of the Government. In which, focusing on some tasks: ccontinuing to build the Customs modernization project, continuing to advise and guide ministries in the implementation of the NSW, ASW and trade facilitation; renovating the specialized inspection method towards applying risk management and carefully reviewing each step to make proposals in order to standardize and shorten the lists subject to specialized inspection; effectively deploying the project of Customs modernization and supervision at seaports and airports; and further strengthening the facilities for Customs management supervision, increasing the automation and administrative reform.

There should be a breakthrough in thinking to organize the apparatus to meet the requirements of modern Customs management. There should be a renovation in the management method associated with renovation in organizational restructuring and an arrangement of human resources in accordance with the requirement of Customs modernization and the increase of labour productivity, but there should be a review to reduce Governmental staff under Resolution 39 of the Politburo.

Minister Dinh Tien Dung emphasized that 2018 was the year of disciplines in the Finance sector. The first is discipline by the Customs and Tax officers. The Minister asked the GDC to speed up inspection and examination and be determined to remove officers who break the disciplines; to strictly implement officer rotation to keep the disciplines and raise responsibility of leaders. Accordingly, heads of areas, parts or units which have officers violating the law must be responsible to the Party Committee of Ministry of Finance and the leaders of the Ministry of Finance.

The Minister also hoped that in 2018, the GDC and Customs authorities at all levels would work together and made efforts to comprehensively fulfil the assigned tasks.
