More than 9,500 enterprises using online public services of Customs sector

VCN – From 1/2/2018, General Department of Vietnam Customs has expanded the online public service at the minimum level at level 3 for 42 administrative procedures; on 13/3, supplemented 2 more new procedures, increased the total numbers of online public services to 170/180 administrative procedures, in that 161 procedures are provided at level 4.

According to the General Department of Customs, by the end of June, the total number of administrative procedure files was 52,453 dossiers, with a total of 9,443 subjects implementing online public service, in that there were 9,443 enterprises and 105 individuals.

However, the above results only count the number of enterprises and dossiers implemented on the online public services portal of Customs sector (http://pus.customs.gov.vn) and focus on procedures such as: Additional declaration of tax declaration dossiers; cancellation of customs declaration; Tax refund procedures ... it is not included e-customs declaration.

According to the Customs IT and Statistic Department, if it includes e-customs declaration (implemented on VNACCS / VCIS system), the total number of dossiers received and processed through the online public service in the whole sector from the beginning of the year would increase to 5.77 million dossiers. In particular, there were nearly 2.7 million dossiers in the first quarter and 3.07 million dossiers in the second quarter. On the first day of July (third quarter) there were more than 128,000 dossiers processed. Notably, 100% of the dossiers were returned by the customs authorities in time.

Besides that, in the past 6 months, the General Department of Vietnam Customs continued to focus on upgrading IT systems in line with Circular No. 39/2018 / TT-BTC and Decree No. 59/2018 / ND-CP dated 20/4/2018. In that, from 5/6/2018, officially deploying the Ecustoms5 systems; processing and export production system and automatic customs management system.

At the same time, to step up the expansion of automatic customs management system at seaports, warehouses and yards, by expeditiously promulgating the plan on expanding the system of customs automatic management at seaports, warehouses and yards nationwide. To continue to support the operation of the system in units that have already deployed the pilot program (Hai Phong Customs Department, HCM City Customs Department, Ba Ria-Vung Tau Customs Department and Hanoi Customs Department).

According to the General Department of Vietnam Customs, the application of information technology and the deployment of online public service have contributed to improving the efficiency of state management of customs and at the same time facilitating trade for enterprises in import-export activities as well as publicity, transparency, the operation of the customs authorities.

However, this activity has some shortcomings and difficulties such as: Some management has low level of automation; there is no legal basis to ensure the official implementation of IT systems under the new management; the legal basis for online public service has not yet been fully regulated as the state authorities could not use the results of administrative procedure in the form of electronic documents.
