Nearly 10,000 enterprises participate in the National Single Window

VCN- This is noteworthy information at the meeting on the implementation of the National Single Window (NSW), the ASEAN Single Window (ASW) and Trade Facilitation, held by the General Department of Vietnam Customs on the morning of 8th March 2017. The Director General of Vietnam Customs, Mr. Nguyen Van Can chaired the meeting.

At the meeting, Mr. Nguyen Van Can requested Customs Departments and relevant agencies under the General Department of Vietnam Customs to urgently review and assess the performance of tasks related to the NSW, the ASW and specialized inspections for imported and exported goods. In particular, Customs should focus on contents of the direction of the Deputy Prime Minister, Mr. Vuong Dinh Hue - the Chairman of the National Steering Committee at the first meeting at the end of 2016.

According to the Director General of Vietnam Customs, Mr. Nguyen Van Can, in order to keep up with the schedule approved by the Prime Minister and the Head of the Steering Committee, Customs Departments and agencies must review and study the limitations and shortcomings of Ministries to promptly report to the Head of the Steering Committee for resolving.

Particularly, as the standing body, the General Department of Vietnam Customs should request relevant Ministries and Department to seriously implement the direction of the Head of the National Steering Committee. Accordingly, Customs will point out which Ministries do well or not.

Also, the functional units under the General Department of Vietnam Customs should urgently accomplish the draft Decree guiding the implementation of the NSW, the ASW and Trade Facilitation; and the draft Directive of the Prime Minister on the implementation of these contents to create the legal basis to implement the NSW and the ASW in a consistent and effective way.

In the field of ​​trade facilitation, especially the implementation of activities related to the simplification of specialized inspections procedures, the Director General of Vietnam Customs, Mr. Nguyen Van Can requested Customs Departments to cooperate with relevant authorities of Ministries to list imported and exported goods subject to specialized inspections and technical standards inspections.

Another important content which was directed by the Director General of Vietnam Customs was to promote the propaganda and publicity of the NSW, the ASW and Trade Facilitation.

At the meeting, the Deputy Director of IT and Customs Statistics Department, Mr. Pham Duyen Phuong said: Till now, there have been 11 Ministries connecting the NSW with 37 administrative procedures. Specifically, the Ministry of Transport has implemented 11 procedures through the NSW; the Ministry of Agriculture and Rural Development has implemented 9 procedures through the NSW; the Ministry of Health has implemented 5 procedures through the NSW; the Ministry of Industry and Trade has implemented 4 procedures through the NSW; the Ministry of Natural Resources and Environment has implemented 4 procedures through the NSW; the Ministry of Science and Technology has implemented 1 procedure through the NSW; the Ministry of Culture, Sports and Tourism has implemented 1 procedure through the NSW; the Ministry of Information and Communications has implemented 1 procedure through the NSW, the Vietnam Chamber of Commerce and Industry - VCCI has implemented 1 procedure through the NSW; and the Ministry of Defense has connected the NSW to carry out electronic border guard procedures at 3 international seaports.

By 6th March 2017, there had been 280,880 administrative records processed through the National Portal with 9,998 enterprises.

According to the report of the Customs Supervision and Management Department, regarding Customs operations related to specialized inspections, in recent times, Ministries have paid much attention to coordinate with the Ministry of Finance (the General Department of Vietnam Customs) to revise, amend and supplement legal documents related to specialized inspections for imported and exported goods; build up and issue a list of imports and exports subject to specialized inspections with the HS code. Also, functional authorities opened 10 specialized inspection stations for imported and exported goods in 8 Customs areas with a high volume of imports and exports such as Hanoi, Hai Phong, HCM City.
