Currently, MARD has connected to NSW to implement 9 administrative procedures under its management, accounting for 34% of the total number of registered procedures (MARD registered 26 administrative procedures) including: Granting Veterinary certificate for exported animal products, granting Phytosanitary certificate for imported goods, goods in transit and inland transport, granting CITES, granting Import permit for agricultural seedling, granting Import permit for fertilizer, Registration for granting quality certificate for imported aquatic animal feed, Registration for granting quality certificate for exported aquatic animal feed produced at factory out of the priority list, Registration for granting quality certificate for exported aquatic animal feed produced at factory in the priority list and Registration for quality inspection and certification for imported animal feed.
According to the plan, MARD has connected 13 new procedures, increasing the total number of procedures processed via NSW to 22 procedures in 2017 and the beginning of 2018.
In order to fully and synchronously deploy NSW, the General Department of Vietnam Customs has requested MARD to collaborate in reviewing and completing the legal framework and administrative procedures for the implementation. Especially, developing Decree on the deployment of NSW, ASW and specialized inspection for import-export goods to facilitate trade. Ensuring the connection, system, security, and safety on information and data bases of information technology system for NSW and ASW. At the same time, strengthening the training, propaganda, and support for people and enterprises to understand and voluntarily participate. Reviewing and allocating capital resources to deploy NSW.

MARD needs to collaborate with the Ministry of Finance in reviewing and developing the negotiation plan with Vietnam’s export markets with a target of mutual recognition and acceptance of e-documents, results of quarantine and quality inspection for import-export goods on the basis of FTAs which Vietnam has signed and joined.
