44,767 containers screened

The Customs sector has applied 1.5 million criteria to ensure smooth customs clearance for more than 7.26 million declarations, of those the rate of declarations of the Green channel, Yellow channel and Red channel account for 68.09%, 27.99% and 3.92%, respectively, Deputy Director of Risk Management Ho Ngoc Phan said.

The department has focused on classifying goods and applying analysis criteria in 2020 and the first quarter of 2021, and assessed some customs departments with a high rate of goods classified into Red channel such as Lang Son, Da Nang and Quang Tri.

It has also issued dispatches to instruct local customs departments about classifying goods channel and to overcome shortcomings in risk management.

The department has worked with local customs departments, customs enforcement teams to control screened goods and facilitate enterprises in screening at seaports and checkpoints outside border gates.

In the first half of 2021, 44,767 goods containers were screened by Customs authorities at seaports of Hai Phong, HCM City and Danang, accounting for 70% of screened containers and 79.5% of infringing containers detected by the customs sector.

The customs has detected 152 infringing containers and 19 firms that have amended declarations in many times and revised up the quantity of commodity streams.

Express leading role

Deputy Director General Hoang Viet Cuong appreciated the positive results of the Risk Management Department.

Notably, the department achieved goods results in implementing Circular 81/2009 of the Ministry of Finance and Decision 2218, building a foundation for the development of risk management toward professional performance.

The department has obtained impressive achievements in all its duties.

The classification of enterprises is preformed in a transparent manner, while the quality of compliance assessment of enterprises is enhanced.

“To further improve the quality of risk management, the department should express a leading role; evaluate and analyse information to assess risks in all fields, areas, goods, enterprises and routes, thereby, providing solutions and assigning responsibilities of departments and local departments to effectively control risks,” Deputy Director General Hoang Viet Cuong said.

The Deputy Director General requested the department control the performance of key tasks, and review the implementation of Circular 81 and Decision 2218.

He also asked the department to perform classification of goods channel, complete the IT system and enterprise classification. Monthly monitor and check the rate of screened containers to detect violations.
