Plan for hiring IT services promoted

Urgently perform

According to the GDVC’s Customs IT and Statistics Department, to implement Decision No.97/QD-BTC of the Ministry of Finance approving the plan for hiring IT services for digital customs, the GDVC must perform key tasks, including: developing and approving the plan for hiring IT service for digital customs; making a bid, selecting contractor and signing contract; building IT system by contractor andofficially launching the IT system.

“After the plan is approved by the Ministry of Finance, the leader of the GDVC has focused on closely directing the performance of tasks of hiring IT services for digital customs under Decision No.97/QD-BTC,” according to the leader of Customs IT Statistics Department.

The GDVC’s Director General Nguyen Van Can chaired a meeting with the GDVC’s leaders, departments and the working team for the implementation plan to unify the plan and deployment method on February 18. The Director General has chaired many other meetings with leaders to direct the performance of each task.

The GDVC has established a steering committee, an advisory team, a performance team including 199 customs officials. These officials have experience, good qualifications, enthusiasm and responsibility.

The advisory team and the performance team have focused on developing aplan for hiring IT services. They have basically met requirements on operational and technical problems. At the same time, focusing on developing the cost estimate for hiring IT services.

Motivated by great determination of the GDVC’s leaders and competent units, Customs has completed key tasks.

Customs has met requirements on customs operation in 10 areas in the second half of March, including customs control and supervision, import and export duty management, risk management, post clearance audit, customs verification, anti-smuggling and investigation, legislation, inspectorate, inspection and customs reform, according to the Customs IT and Statistics Department.

It has also completed the draft list of functions of the system based on requirements on operational problems sent by the units (there are more than11,000 new functions and 2,400 functions of the current IT system have been transferred to the new system).

Customs has also completed technical requirements for internal software, including technology application of the Industrial Revolution 4.0 such as the Internet of Things (IoT), Big Data; connection, integration, information exchange with IT systems of relevant units, ministries and branches.

Workload is still large

A huge workload needs to be deployed by the GDVC for 2021-2022.

Continue to improve and approve the plan for hiring IT services. Regarding this work, the Customs Control and Supervision Department is assigned to chair and work with specialized units to urgently complete and submit the plan to the GDVC for approval of the operational problem requirements.

The Finance and Logistics Department should submit the GDVC to issue the price list and develop the estimate of hiring IT services.

The Customs IT and Statistics Department should complete and submit to the Ministry of Finance for approval the information security level for the new IT system.

The Customs IT and Statistics Department needs urgently finalise the documents for hiring IT services.

In addition, making a bid, selecting contractors and signing contracts; building IT system by contractor; preparing for official launching of the IT system, and putting IT services into operation.

Six informatics companies have registered to present solutions after the GDVC announced the plan for hiring IT services, including: CMC Technology and Solution Corporation; FPT Information System Corporation; Global Telecomunications Corporation (GTEL);Viettel; SAP Vietnam Company and ETC Technology System Joint Stock Company.

Six informatics companies presented solutions at the GDVC’s headquarters from March 10 to 17.
