This information is provided at the Conference propagating on Single Window mechanism the Specialized Inspection Scheme, and the Commitment to Trade Facilitation held by the General Department of Vietnam Customs in collaborating with Vietnam Private Economic Forum, Hanoi Young Entrepreneur Association and Ha Noi Small and Medium Enterprises Association on June 26th, 2017.
Accordingly, as the standing agency of the National Committee for the implementation of the ASEAN Single Window, National Single Window and Trade Facilitation, the General Department of Vietnam Customs has closely collaborated with relevant ministries and sectors to actively deploy the administrative procedures on the National Single Window and expand scope and number of enterprises.
A representative of the Customs IT and Statistics Department (General Department of Vietnam Customs) stated, the Customs has coordinated with the relevant State management agencies to carry out the Government’s directions in Resolutions 19/NQ-CP on reforming administrative procedures and enhancing national competitiveness, and Resolution 36a/NQ-CP on e- Government through the implementation of the Single Window mechanism.
The goal is to step by step to change operation methods towards a non-paper business environment and administrative procedure. The NSW allows customs declarants to send electronic information and documents to implement the customs procedures and other procedures of State management agencies relating to imports and exports through an integrated information system.
The State management agencies allow goods to be exported or imported; The Customs agencies decide to clear and release goods on the integrated information system. By June 2017, the NSW has been connected with 11 ministries, sectors with 38 administrative procedures implemented on the system, about 12,000 enterprises have joined with nearly 400,000 dossiers.
Since September 2015, Vietnam has successfully connected with 4 ASEAN countries to exchange on the certificate of origin form D for export goods originating from ASEAN. Vietnam is ready for technical infrastructure to officially connect with the ASEAN Single Window mechanism as Protocol on ASEAN SW mechanism is approved by the 10 member countries (currently the Philippines has not yet approved).
The implementation of the National Single Window has created favorable conditions to reduce time and costs for enterprises. Particularly in the field of the registry, the enterprises shortened about 4/5 of time to complete procedures; For other sectors, the target is to reduce from 15% to 30%. The costs of implementing administrative procedures on the NSW have been significantly reduced. Because most of the dossiers and documents submitted by the enterprises, which will be simplified and standardized. Thus the costs for preparing dossiers and documents to implement the administrative procedures will be reduced.

With the results achieved, the General Department of Customs developed a roadmap to deploy the NSW. In 2017, the General Department of Vietnam Customs will submit to the Prime Minister a number of draft legal documents to complete legal framework relating to the implementation of the Single Window mechanism such as: the Prime Minister’s Decision on deploying the Aviation Single Window, Decree on deploying NSW, ASEAN SW and trade facilitation; Issuing the Prime Minister’s Directive on promoting the implementation of the NSW, ASEAN SW and trade facilitation; Promulgating the Prime Minister's Directive to promote the implementation of the NSW; Deploying Aviation Single Window for aircraft on exit, entry or in transit; Connecting with port, depot and warehouse operators at seaports and airports.
According to the plan, by 2020, all the administrative procedures relating to the State management for exported and imported goods or in transit; Peoples and means of transport on exit or entry, or in transit are implemented through the National Single Window.
