Quang Nam Customs: benefits from the successful deployment of VASSCM

Improving the efficiency of supervision and management

Le Thanh Khang, Director of Quang Nam Customs Department, said that VASSCM was officially launched and operated at Chu Lai port on September 10th, 2018. So far, Quang Nam Customs has received a lot of positive feedback from the importers, exporters as well as port operators on the benefits of VASSCM. This is one of the important systems to facilitate the import-export activities, to improve the efficiency of state management on Customs.

After the deployment, the VASSCM has helped Customs to closely monitor and better manage the quantity of containers and goods in and out the customs supervision area, ensuring the Customs management. Initially, the base system automatically obtained data on the names of ships on entry and exit, bill number, container number from the E-manifest system. The documents are not required to be inspected and certified at the supervision area, which reduces 2 minutes per declaration.

According to Quang Nam Customs Department, more than 100 Customs declarations are cleared at Chu Lai port per day on average. As a result, the total time to take goods over the supervision area is over 200 minutes per day (equivalent to a reduction of 3 to 4 hours, and down by nearly half a human per working day).

Mr. Khang added that in order to successfully deploy VASSCM and achieve the above objectives, the unit has coordinated with Chu Lai - Truong Hai Port Limited Company for good preparation from the stage of human resource, machinery, transmission to training for Customs officers, importers and exporters. In addition, the unit regularly exchanges and works with the General Department of Customs, warehouses, yards and ports operators in the operational process of VASSCM to solve problems, overcome errors to gradually improve the VASSCM for stable and smooth operations, meeting the plans set out.

In order to be more active in the deployment, the implementation division has cooperated with the General Department of Customs and related ministries by setting up a rapid exchange group to deal with specific problems arising in Quang Nam Customs Department. In addition to the units which pilot the system, Quang Nam Customs is one of leading units in the remaining group successfully deploying the VASSCM.

Currently, the Department continues to monitor and actively develop solutions to promptly handle operational situations for port operators so as to ensure the stability of VASSCM, to improve the efficiency of supervision and management of import and export goods at Chu Lai port.

Facilitating the business community

The implementation of VASSCM is one of the contents of procedural reform and facilitation to import-export activities, which is focused on by Quang Nam Customs in 2018. Clearly defining the administrative procedure reform as one key and regular task, Quang Nam Customs Department has taken the initiative in the implementation to fulfil the targets of Resolutions 19, 35/NQ-CP, to remove difficulties and problems as well as facilitate enterprises. Now, 100% of import / export declarations are automatically cleared on the VNACCS / VCIS; 100% of import/export duties and fees are collected electronically by commercial banks 24/7; Customs procedures for ships on entry and exit are processed in electronic method.

Along with that, the Department has actively propagated and deployed online public services at levels 3 and 4 for 73 procedures at the provincial and district levels. To date, more than 2,131 applications have been made online, there are no longer paper applications for procedures which have been deployed on online public services.

Effectively applying National Single Window and ASEAN Single Window, the Department has received and handled more than 157 electronic C / Os on the ASEAN Single Window, 7 licenses subject to specialized inspection; 19 import permits for chemicals, 3 procedures for car registration, 4 written results of car registration; 4 quarantine dossiers of imported animal products, 5 certificates of quality of imported fishery on the National Single Window system in accordance with regulations.

With the synchronous solutions in facilitating and raising the revenues, the quantity of goods processed through Quang Nam Customs Department has increased significantly. From the beginning of the year to October 17th, 2018, the unit has carried out Customs procedures for 402 enterprises with a turnover of more than US$ 1.9 billion, up 22.8% over the same period in 2017. The Department’s revenue was VND 4,335.4 billion, up 21.82% over the same period in 2017, reaching 103.22% of the target assigned by the Ministry of Finance, reaching 96.34% of the desired target .
