In the first 5 months of 2018, thanks to efforts and reform of the Quang Ninh Customs Department, there were 286 import and export companies operating at seaports, an increase of 41% over the same period in 2017 (equivalent to 117 enterprises). The number of means of ships also increased by 62.2% over the same period last year (reaching 6,738 units). The import and export turnover of Quang Ninh seaport reached $US 2.2 billion, an increase of 8.2% over the same period in 2017. However, the budget revenues decreased by 2.9% over the same period in 2017 (reaching VND 3.085 billion).

In fact, the revenues from seaports is on the downward trend because imported cars at Cai Lan port did not rise in 2017 and 2018. On the other hand, some items of machinery and equipment for the project at Cai Lan port and Cam Pha reduced because the thermal power plant projects were completed and put into operation.

According to the analysis of the Import and Export Duty Division, under the Quang Ninh Customs Department, by the end of April 2018, the revenues through coal imports reached VND 98.287 billion, an increase of 14% over the same period 2017 (approximately VND 11.82 billion). The reason for this is that upon the implementation of the Import-Export Tariff and Preferential Tariff promulgated together with the Government's Decree No. 125/2017 / ND-CP of 16 November 2017, from 1 January 2018, the import tax rates for all kinds of coal increased from 0% to 2%. Along with that, the demand for coal to serve the production of enterprises increased. In the opposite direction, the amount of exported coal also reached VND 228.357 billion, an increase of 93% compared to the same period of 2017 (approximately VND 111 billion) because the Vietnam Coal and Mineral Industries Group signed contracts with Korea and Taiwan (China). However, the amount of exported coal in April 2018 decreased in comparison with March 2018 both in turnover (a decrease of 34.8%) and revenues (a decrease of 49%) because Vietnam can not sign contracts to export to Japan's market and coal price increased by $US 3-4 per ton.

Besides coal, petroleum revenues reached VND 1,453.9 billion, an increase of 6% over the same period last year (approximately VND 85.01 billion) because the B12 Petroleum Company (authorized by Vietnam Petroleum Group) increased the amount of imported gasoline to meet the domestic petroleum consumption demand for the Lunar New Year 2018. Petroleum imports at the port of Hon Gai in 2018 tends to decrease and will decline sharply. Nghi Son Oil Refinery has officially supplied commercial products to the domestic market, so the Vietnam Petroleum Group has to reduce the import volume from abroad and increase domestic consumption of commercial products such as Ron 92 and Ron 95.

In order to increase the budget revenues, the Quang Ninh Customs Department shall continue to implement the measures against loss of revenues as the plan set out, striving to reach VND 10,580 billion. In particular, it also deployed the program of action to maintain stability and develop revenues from import-export activities in the area, and had a plan to accompany enterprises in 2018.

Specifically, the Quang Ninh Customs Department continued to maintain a Group for the information supply and support for enterprises to improve the quality of services as well as support enterprises operating import and export activities in the province. This group has the function of receiving opinions, directly supporting and removing difficulties of enterprises in the process of Customs procedures at the Quang Ninh Customs Department. The unit is committed to creating favorable conditions for enterprises to participate in import-export activities, considering the difficulties of enterprises as the difficulties of the Customs office, changing the thought for supplying what Customs officers have to provide to what businesses need.

Besides the above mentioned solutions, the Quang Ninh Customs Department also organized missions led by the Department's leaders (including the Import-Export Duty Division, the Customs Supervision Division and border gate Customs Branches) to receive, solve problems and encourage enterprises to carry out procedures in Quang Ninh. On the other hand, the unit actively grasped the export plan of enterprises with large revenues to timely remove difficulties, facilitate business activities, increase revenues for the State budget. Propose the provincial People's Committee to resolve the proposal on adjusting the capacity of petrol and oil harbors and reduce the capacity of petroleum transportation of Petro Binh Minh Co, Ltd., in Cam Pha City.
