People’s Committee of Quang Ninh province held a conference of announcing the ranking result of the Department and District Competitiveness Index (DDCI) in 2019.

As an authority managing and enforcing customs law in the area, with the role of guarding the country's economy, for many years, Quang Ninh Customs has made efforts to breakthrough and create many bright spots in administrative reform, becoming a unit with distinct differences in the customs sector and in Quang Ninh province.

In 2019, administrative reform was aggressively implemented by Quang Ninh Customs from the way of thinking and performance, focusing on advanced solutions for "PAR Index" and "Satisfaction Index of Public Administrative Services" (SIPAS).

Through the results, it helps truthfully and objectively reflect the efficiency in management and administration of the State management authorities of Customs in the area.

With that point of view, from the beginning of the year, following directives of the Ministry of Finance, the General Department of Vietnam Customs and People's Committee of Quang Ninh, Quang Ninh Customs has developed the administrative reform plan, proposed 46 solutions to concretise the contents of administrative reform, clearly assign tasks, responsibilities from the head of the department to the chaired unit, the coordinating unit, attached to time and progress of completing assigned tasks.

Units under Quang Ninh Customs Department have focused on analysing, identifying and assessing advantages and strengths, pointing out weaknesses and limitations, proposing solutions to overcome difficulties and improve quality of indicators compared to the last year.

Along with that, Quang Ninh Customs launched patriotic emulation movements to stimulate the spirit of creative labour, encouraging and creating conditions for individuals and collectives to make suggestions with innovative topics and useful solutions that bring effective applications in administrative reform, contributing to improving efficiency and labour productivity.

By being creative in the performance, flexibility and practical implementation, in 2019 the index of institutional reforms; administrative reform; reform of State administrative apparatus; build and improve the quality of the contingent of customs officials; public finance reform and modernisation of the administration have made great progress, creating positive changes in customs operations, contributing to building a convenient, open and transparent administration.

As a result, the unit has deployed quality and efficiency of State management of customs with four key projects; maximising application of information technology in the operations, the national single window system, online public services system, minimising administrative papers, saving time and money for enterprises.

On this occasion, the Chairman of Quang Ninh People's Committee awarded the Certificate of Merit to two collectives and two individuals of Quang Ninh Customs Department for their outstanding achievements in implementing the "PAR Index "and" SIPAS".
