Quang Ninh Customs: Movement from key revenue sources

According to Quang Ninh Customs Department, in August, the import and export turnover through the province hit nearly $889 million, down 7.83% compared to July. Export turnover reached $294.36 million, up 13.65%; import turnover reached $594.62 million, down 15.72% compared to July.

Also this month, import-export turnover with tax reached $490.98 million, down 7.13% compared to July. Import and export turnover reached $19.33 million, down 877.27%; black coal used to make coke coal and bituminous coal reached $77.64 million, down 24%; antrathcite coal reached $33.18 million, up 46%; raw materials for producing animal feed reached $171 million, down 5.43%; and raw materials for producing vegetable oil reached $34.17 million, rising 193.96%.

Regarding revenue collected from imported petroleum in Quang Ninh generated through Hon Gai Port Customs Branch (Quang Ninh Customs Department), accounted for 60% of the branch’s total revenue collection.

According to Deputy Manager of the Hon Gai port Customs Branch Vu Quy Hung, in July, the amount of imported petroleum filled up tanks for consuming in the market. Besides that, Nghi Son oil refinery (Thanh Hoa) has been operating stably, providing sufficient petroleum in the northern market. Therefore, according to the Vietnam National Petroleum Group's plan, imported petroleum would decrease in August and September, focusing on importing diesel oil, reducing the amount of imported gasoline. Therefore, compared to July, the branch collected VND 600-700 billion from imported petroleum but decreased to VND 300-400 billion in August.

“The revenue collected from imported petroleum accounted for more than 30% of the total revenue collection of Quang Ninh Customs Department. Therefore, the reduction of imported petroleum would cause a significant decrease in budget revenue,” Vu Quy Hung said and added that, besides imported petroleum, revenue collected from raw materials for producing animal feed in the area tended to increase because firms import raw materials for production in large quantities, focusing on providing enough food for the last months of the year. It is expected that by the end of September, revenue collection through the branch would reach VND 4,500 billion.

In addition to revenue collected from petroleum, raw materials for producing animal feed, and imported vegetable oil, revenue collection at Quang Ninh Customs also depends heavily on exported coal and imported coal. Up to now, revenue collected from coal reached VND 3,200 billion, accounting for 76% of total revenue collection through Cam Pha port Customs Branch (VND 4,200 billion).

According to the manager of the Cam Pha port Customs Branch Hoang Tu Hoan, in the first nine months of the year, the volume of imported and exported coal increased compared to the same period in 2019. However, in the third quarter, the volume of imported coal decreased because enterprises imported massively in the second quarter. In August and September alone, the volume of coal exports increased sharply due to the situation of Covid-19 pandemic having been controlled, some markets in South Korea and Japan increased the volume of imported coal.

The Covid-19 pandemic has affected import-export activities through border gates in Quang Ninh province. Quang Ninh Customs has evaluated the revenue collection scenario of the whole year to adjust collection in accordance with the fluctuations of commodities and regions. The unit focuses on forecasting export and import of items of great value, high tariff rates and items that regularly carry out procedures through the unit to build a plan in accordance with the actual situation. Along with that, deploying solutions to remove difficulties for businesses, facilitating import and export activities, attracting businesses to bring goods with great value and high tariff rates to implement procedures, contributing to the accomplishment of revenue collection target in 2020.

Besides that, the unit also strengthened solutions to prevent revenue loss such as information collection and risk management, applying analytical criteria, key management of enterprises and cargo under the management area; conduct post-clearance audit at the headquarters of customs authorities and enterprises through suspicious signs, screening objects to detect and prevent commercial fraud in a timely manner through product names, types quantity/volume, quality, value, origin and goods.
