Account 70-80% of revenue
Revenue from coal import and clinker export at Cam Pha Customs Branch (under Quang Ninh Customs Department) was VND500 billion in the first quarter.
In the first quarter of 2021, the coal price in the world went up and firms imported more than 1.5 million tonnes with a total turnover of US$140 million, paying more than VND350 billion to the State budget, according to Cam Pha Customs Branch.
The Covid-19 pandemic is basically under control in Vietnam, the demand for construction on the world is boosted, and firms export more than 3.2 million tonnes of clinker, with a turnover of US$107.7 million, contributing VND120.4 billion to the State budget.
According to the leader of Hon Gai Border Gate Customs Branch, revenue from coal imports and clinker exports accounts for 70-80% of a total revenue of the branch.
Besides positive signs, the coal import and clinker export via Cam Pha Port still face difficulties.
Due to the impact of Covid-19 pandemic, the decrease in electricity consumption has led to a reduction in coal import and consumption.
The transport cost has gone up and importers and exporters give priority to hiring high-capacity vessels, leading to an increase in time and administrative procedures in approval of transshipment.
Quang Ninh Customs department has provided solutions to promote coal import and clinker export, focusing on reforming administrative procedures, and supporting businesses; contacted, encouraged and created favourable conditions for businesses to open declarations and pay taxes.
Based on reviewing the actual situation, the department has reported competent agencies to prioritise receiving and arranging the dock for entry means of transport carrying import and export goods of businesses in and out of the province to carry out procedures.
Directly dialogue to remove difficulties for businesses
Recently, Quang Ninh Customs Department held a conference with more than 30 coal and clinker operators to seek solutions to remove difficulties for them and promote import and export activities at Cam Pha Port.
Representatives of departments, branches and agencies attended the conference at Cam Pha Sea Port.
At the conference, the leader of Cam Pha Seaport Customs Branch discussed with businesses about legal documents and new regulations in carrying out import and export procedures for coal and clinker.
The Vietnam Maritime Administration’s representative exchanged information about customs procedures for goods, means of transport on exit and entry via Cam Pha Port to help them understand and comply with regulations.
The conference discussed offering solutions related to coal import and clinker export, thereby creating conditions for firms to operate more efficiently, contributing to promoting import and export activities through Cam Pha Port in 2021 and beyond.
At the same time, difficulties and problems raised by businesses at the conference were also answered by representatives of Quang Ninh Customs Department, the Cam Pha Seaport Customs Branch and reported to authorities for consideration.
As of April 14, Cam Pha Seaport Customs Branch had collected and remitted VND745 billion to the State budget, a year-on-year decrease of 42%; hitting 14.3% of the target. Of those, the revenue from imported coal was VND424 billion and exported clinker was VND150 billion. |
