Revenue from imported petroleum product and coal account for 60%
Statistics from QuangNinh Customs Department show that in March 2019, revenues from dozens of major import and export commodities was higher than the previous month. Limestone increased 52.49%in export turnover and 44.53% in revenue; Wood chip increased 145.37% in export turnover, and 108.5% in revenue; Clinker increased 35.39%in export turnover and 32.6% in revenue. Petroleum products increased 217% in import turnover and 124% in revenue; Coal (fat coal and bituminouscoal) increased 157.98% in import turnover and 117.365% in revenue.
By the end of the first quarter, revenue from imported petroleum products and coal reached nearly 1,600 billion VND, accounting for 60% of total revenue.
According to the Import-Export Division (under QuangNinh Customs Department), in March, revenue from imported petroleum products contributed 486 billion VND to the State budget, increasing 124% after the department closely followed the plan of Vietnam Petroleum Group and B12 Company to increase the volume of goods processed in Quang Ninh. In addition, because the maintenance plan of Nghi Son Refinery (ThanhHoa) was implemented earlier than the plan, revenue from petroleum products increased. Revenue from imported coal was 300 billion VND, increasing 134% due to the increase in import of coke and bituminous coal and the demand of domestic enterprises for production washigher than in 2018.
Implement 3 plans for revenue collection
Although the revenue from major commodities in 2019 increased, revenue collection of Quang Ninh Customs Department was not as good as in previous years. Revenue from imported petroleum product significantly decreased due to the operation of Nghi Son Refinery at the end of 2018. In addition, revenue from equipment, raw materials for production of vegetable oil, animal feed has shown signs of decreasing; revenue from consumer goods, general goods, garment and textile products decreased due to the implementation of preferential tariffs, especially ASEAN-China, have also directly impacted import and export revenue this year.
Quang Ninh Customs Department has actively implemented the State budget revenue targets in 2019 according to 3 plans: Revenues from petroleum, revenue from seaway and revenues from roads.

The department has focused on reforming and simplifying administrative procedures, especially customs procedures to improve convenience in implementing customs procedures, enhancing service quality for enterprises and facilitation for trade in the province. Actively advising and proposing the provincial People's Committee on solutions to increase revenues, especially solutions to boost seaport economy and border trade. In addition, implementing the scheme of e-tax payment and Customs clearance 24/7 according to the plan of the General Department of Vietnam Customs reaching over 97% of the total budget revenue paid by electronic methods; implementing measures to prevent tax losses via price, code, goods origin; and strengthening the fight against smuggling, commercial fraud and counterfeit goods.
