Quang Ninh Customs: Training to improve the efficiency of “post-clearance audit” force

According to Quang Ninh Customs Department, the evaluation on human resource quality is to have a plan for training and fostering of specialized operations, or rotation, arrangements for working positions in accordance with the 2017-2018 period and the next period; Step by step to improve the qualification of officers in charge of post clearance audit to ensure professionalism to meet requirements on professional operation that are urgent requirements.
At the same time, the training and fostering of Customs officers is to ensure the appropriateness in transfer, rotation, arrangement of officers in charge of post clearance audit in Quang Ninh Customs Department and its subordinates.
The Group in charge of developing the exam questions (established under Decision of Director of Quang Ninh Customs) on the post clearance audit has compiled nearly 50 questions. These questions are summarized from provisions on post clearance audit in accordance with the law on Customs 54/2014/QH13 dated 23th June 2014, the Government’s Decree 08/2015/ND-CP dated 21st January 2015 and relevant documents.
With the multiple-choice test, the Group focuses on theoretical questions at level 1 (basic level) to evaluate the basic knowledge level.
For example: How many working days for post clearance audit at Customs headquarters? How to provide dossiers and documents for post clearance audit at enterprises’ premises? How many years for post clearance audit after Customs declaration registered?
The examination contents in the field of post clearance audit will be the most basic knowledge requirement for each Customs officer to study and grasp in performing their duty and for propagating to the business community in implementing post clearance audit.

It is acknowledged that as of the first half of February 2018, Quang Ninh Customs issued 33 decisions on post clearance audit and collected tax arrears of VND 7.39 billion.
Specifically, revenue from the post-clearance audit at enterprises’ premises reached VND 7.2 billion; at Customs offices reached VND 152 million and specialized inspection reached VND 78 million.
