Quang Ninh: Determine to prevent goods infringing intellectual property rights

That was a directive content of the Steering Committee 389 of Quang Ninh to request the forces on strengthening the work of fighting acts of infringment of intellectual property rights (IPR).

Accordingly, the Steering Committee 389 of Quang Ninh requested the sectors and members of the Steering Committee 398 of the province, Steering Committee 389 of districts, wards and cities, to direct the competent force for strengthening information collection, grasping situations; inspecting and controlling import-export goods, goods that are produced and circulated on the market in order to proactively detect, prevent and strictly handle acts of smuggling, transporting, producing and trading fake goods, poor-quality goods, infringing IPR, especially for the occasion before, during and after the Vietnamese Lunar New Year 2019.

In particular, focusing on smuggled groups of goods affecting consumers' health such as foods, cosmetics, supplementary foods and medicines.

Heads of sectors and members of the Provincial Steering Committee 389, Heads of Steering Committee 389 in districts, towns and cities, are responsible to the Director of the Steering Committee 389 of Quang Ninh, if they let a serious situation of smuggling, transporting, producing and trading of fake goods, poor-quality goods and goods infringing IPR occur, based on the scope of functions, tasks, domains and managed localities as assigned.

In the border areas, border gates and border forces are to strictly manage border areas, trails and openings; strengthen patrols and control in order to prevent illegal immigration and the smuggling of illegal goods in general, fake goods, poor quality goods, and for goods infringing IPR in particular, through trails, openings, wharves and yards on border rivers and at sea.

Customs forces having control over customs operation areas, are to implement customs procedures strictly and closely, to inspect and supervise imported goods through border gates; drastically implement the control plan on the electronic clearance system VNACCS/VCIS, promptly detect and strictly handle acts of smuggling and illegal transportation of fake goods, poor quality goods, and IPR infringements.

Inland, the police and market management forces are to intensify their operations for the situation, by clearly defining the methods, tricks and activities by smugglers and illegal transporters of fake goods, poor-quality goods, and violating IPR; set up special projects, organize and fight and arrest and strictly handle violations.
