Re-granting new code of place of storing postal packages and express goods

From February 1, 2020, enterprises will declare by the new location code. The old codes will be maintained on the system for three months from the date the new codes are effective to handle cases of modification. After that time, the old codes will be locked on the system.

The General Department of Vietnam Customs realised that the implemenatation of granting warehouse code for enterprises operating postal and express delivery rented warehouse at centralised gathering points, inspection and supervision for postal and express goods has been inconsistent.

Therefore, the General Department of Vietnam Customs requested Customs Departments of provinces and cities instruct enteprises operating postal and express services to have request documents for granting warehouse code at centralised gathering points, inspection and supervision for postal and express goods attaching with dossiers which were sent to the General Department of Vietnam Customs (Customs Control and Supervision Department) for consideration.

The request should contain the following information: full and specific address to easily identify the warehouse location of the enterprise; which place of the centralised gathering point, inspection, supervision the warehouse is applying for granting code is located?

The dossier should also include: the sight-reading chart must show the location of the warehouse rented at the centralised gathering point, inspection, supervision and papers proving the right to use the warehouse.

The Customs Control and Supervision Department coordinated with the Customs IT and Statistics Department to grant codes. Based on granting codes, the General Department of Vietnam Customs will issue a document for announcing codes if all the conditions are met and assigned to local customs departments which are managed the centralised gathering point, inspection, supervision to conduct physical inspection for the place of renting warehouse and taking full responsibility for ensuring customs inspection, control and supervision.

The provincial Customs Departments will issue permission for enterprises operating postal and express services to operate according to the new location code after satisfying the above conditions and reporting to the General Department of Vietnam Customs.
